- NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Appleton Marine Inc. for the procurement of Appleton Knuckleboom and Telescoping marine crane parts. Appleton Marine is the sole provider of replacement parts for telescoping, knuckleboom, and winch cranes manufactured by Appleton Marine Inc. NOAA maintains a fleet of research ships performing oceanic research and hydrographic mapping. Several ships in NOAA�s fleet use Appleton Marine telescoping and knuckleboom cranes. These crane units require periodic maintenance and repair, which necessitates obtaining replacement parts from the original equipment manufacturer. The statutory authority for other than full and open competition in FAR 13.106-1(b)(1)(i), �Soliciting from a single source�. The North American Industry Classification Code for this acquisition is 333923 with a business size standard of 1,250 employees. The sole source determination is based on the requirement of NOAA�s research vessels to have the full materials and equipment handling capabilities on board, while conducting research and mapping missions at sea. For those requirements needing fulfillment by an OEM source, the intent is to obtain products from the OEM or OEM-authorized distributor. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10�days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
