Description
Purpose: This is a request for information(RFI) for identifying; potential sources for a requirement to purchase spud barge(s). The Saint Lawrence Seaway Development Corporation (SLSDC) intends to solicit quotes for purchasing one or more used deck barges with spuds. Background: The Saint Lawrence Seaway Development Corporation (SLSDC) is a wholly owned U.S. Government Corporation within the U.S. Department of Transportation which owns and operates that portion of the Saint Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Canada. The Corporation�s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway. Project Scope: The Saint Lawrence Seaway Development Corporation (SLSDC) wants to determine the availability and cost for purchasing and shipping one or more used deck barges with spuds. These barges will be used to create a docking surface which is between 260 ft. and 320 ft. long. The barge(s) shall be in good condition and shall have characteristics as follows: � If it is a single barge: o The overall length shall be between 260 ft. and 320 ft. o The beam shall be between 40 ft. and 70 ft. o The freeboard shall be between 6 ft. and 8 ft. o It shall have cleats on each side and both ends (provide number and spacing). o It shall have a minimum of two spuds, one at each end. Inboard spuds are preferred. o The deck shall have a minimum capacity of 360,000 lbs. o The preference would be for the deck to be flat without bulwarks or high coamings. o A ramp shall be provided if available. � If a barge meeting those requirements is not available, the SLSDC would require two barges as follows: o The overall length of the two barges end-to-end shall be between 260 ft. and 320 ft. o The beam of each barge shall be between 40 ft. and 70 ft. but the two barges must have the same beam. o The freeboard shall be between 6 ft. and 8 ft. but must be the same for both barges. o They shall have cleats on each side and both ends (provide number and spacing). o They shall have a minimum of two spuds, one at each end. Inboard spuds are preferred. o The decks of the two barges shall have a combined minimum capacity of 360,000 lbs. o The preference would be for the deck to be flat without bulwarks or high coamings. o A ramp shall be provided if available. Submission: All interested vendors who may wish to participate must submit the required information via e-mail to: jason.brockway@dot.gov no later than June 25th, 2020, 10:00 am(est). Responses should be in the form of an attached pdf file or word document no longer than ten (10) pages with type face no smaller than twelve (12) point. The response must include the name of the firm which the respondent represents and appropriate contact information. The e-mail subject line must contain Spud Barges RFI. Questions regarding this announcement shall be submitted in writing by e-mail to jason.brockway@dot.gov. Verbal questions will not be accepted and the SLSDC will respond to questions at its discretion. Any and all communications will be sent via email and shall not contain proprietary information. All questions shall be submitted prior to June 23rd, 2020, 10:00 am(est). Vendors who respond to this RFI should not anticipate feedback with regards to their submission other than acknowledgement of receipt. The SLSDC reserves the right to review late submissions but makes no guarantee that they will be reviewed. However, respondents Company information will be added to a list of potential vendors and they will be contacted for future opportunities. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The RFI is issued solely for information and planning purposes; it does not constitute a Request for Quotation (RFQ) or a promise to issue an RFQ. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense.
