Description
Load Bank Testing Service VA Eastern Oklahoma Health Care System VA Medical Center Muskogee, OK. 74401 BRIEF SCOPE OF WORK (This is for information only) Load Bank Testing Services of 7 Emergency Generators in accordance with the terms and conditions stated within this abbreviated Performance Work Statement (PWS). This is a Request for Information (RFI) Only for Market Research purposes, no Award will be made from this RFI. The subsequent Contract will be a Base with Four possible Option Year(s) Contract, funded by FY21 appropriations, with a start date on or after 1 October 2020. Introduction: This Statement of Work (SOW) describes the requirements for the Load Bank testing of 7 Emergency Generators. VA will supply transformer for testing of the 1250KW Generator. This SOW describes the requirements for the Qualified Generator installation, repair, and testing company, Contract Professionals known as Contractors in this document, hereafter. Contractors who are contracted by the Jack C. Montgomery VA Medical Center to perform work, and all of its components shall meet all requirements stated in Section 2 of this SOW. 2. Qualifications of Contractors: Contractors shall be certified Generator Installation, Repair, and Testing, and completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training or certification by contactor of OSHA training. Documented when arrival on station to COR Contractors shall have technical trainings, and track records of working experience in maintenance, inspection, and repairing Generators and its components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Documented and submitted with bid. Contractors shall have safety trainings either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical, and the NFPA 70E Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to work. If no training certifications are available, the contractor Employer shall certify that he/she has met this requirement in writing and submit it to the VA Contracting Officer prior to work. Contractors shall have ready access to the latest versions of the following references: NFPA 70, National Electrical Code. NFPA 70B, Recommended Practice for Electrical Equipment Maintenance. NFPA 70E, Standard for Electrical Safety for the Workplace. OSHA Standard 29 CFR 1910, Subparts I & S. NFPA 110, Generators Documented when arrival on station to COR Contractors shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Documented when arrival on station to COR. 3. Summary of Work/ Performance Measures: Contractor shall be responsible for any necessary repairs (mechanical and/or electrical) to complete the required load bank testing. Contractor shall provide all travel and equipment to complete Load Bank testing as described in NFPA 110; 8.4.2.3 and VHA Directive 2006-056. During monthly test of diesel powered generators, if load is not at 30% of name plate rating of generator it shall be exercised annually. (Generators that need to be Load bank tested are identified in section D). The load bank testing described below in section B will be the required four (4) hour test for FY years 2022 & 2025. Load Banking shall be done with supplemental loads at 25% name plate rating for 60 minutes, followed by 50% of name plate rating for 60 minutes, followed by 75% of name plate rating for 60 minutes, followed by 100% rating for 60 minutes for a total of 4 continuous hours. (Ref. NFPA 110 section 8.4.2.3.) This portion of the testing is only performed every third year with FY 2022 and FY 2025 being the years for the 4-hour load bank test. Contractor shall be responsible for any necessary repairs (mechanical and/or electrical) to complete the required load bank testing. Contractor shall provide all travel and equipment to complete Load Bank testing as described in NFPA 110; 8.4.2.3 and VHA Directive 2006-056. Load Banking shall be done with supplemental loads at 25% name plate rating for 30 minutes, followed by 50% of name plate rating for 30 minutes, followed by 75% of name plate rating for 60 minutes, for a total of 2 continuous hours. (Ref. NFPA 110 section 8.4.2.3.) Scheduling of testing will be through the VA s Electrical Supervisor Luke Roberts at 918-577-4493. Scheduling may be day, evening, or weekend. Depending upon the VA Medical Centers patient care needs. Testing will be strictly at the Medical Centers convenience. Testing for the generators serving the Surgery suite will be scheduled when Surgery is not performing Surgeries. All load bank testing will be scheduled for the month of May. The Medical Center has 7 generators that do not meet the 30% and must have supplemental load band testing completed.
