- A) NOTICE TYPE This is�NOT A SOLICITATION ANNOUNCEMENT. This is a�SOURCES SOUGHT NOTICE (SSN)�and is issued for planning purposes, including identifying capable Contractor sources. Responses to this SSN are not offers and therefore cannot be accepted by the Government. Submission of a response is voluntary. No payment will be made for responses. Should a solicitation be issued for the draft requirement described herein, it will be issued pursuant to the acquisition strategy selected by the Contracting Officer. All information received in response to this notice will be treated as business confidential information and exempted from disclosure under the Freedom of Information Act. Nonetheless, submitters should properly mark their responses if the information is proprietary. B) REQUIREMENT�OVERVIEW�AND SCOPE The Marine Corps installations and ranges are key national defense assets that offer a unique combination of ocean, coastal, riverine, inland, and airspace training areas. The Marine Corps must provide, sustain, and protect mission-capable installations and areas within the military mission footprint from encroachment. Encroachment refers to the factors that degrade or have the potential to degrade the Marine Corps� capability to conduct current and future military testing, training, and general mission activities. Marine Corps Installations Command (MCICOM), Modernization and Development Directorate�s Engagement and Mission Sustainment (G-7) has a requirement to procure encroachment control planning services that support the protection against encroachment threats to the Marine Corps installations, training, and testing areas. Deliverables include reports, studies, plans, encroachment action plans, and pending encroachment legislation evaluations. C) PURPOSE The Marine Corps is issuing this SSN to: (1) Provide industry with one draft Performance Work Statement (PWS) for Encroachment Control Planning Services for the MCICOM G-7; (2) Identify all businesses that are capable of meeting the draft PWS requirement; (3) Collect industry feedback on the draft PWS requirements; (4) Collect industry recommendations on contract type; and (5) Conduct Market Research on estimated pricing. D) ACQUISITION APPROACH The Marine Corps has not decided on its acquisition approach for the draft PWS. E) SUBMISSION INSTRUCTIONS Standard company brochures will not be reviewed. Submissions are not to exceed four pages and shall use no less than 11 font size. This page limit is inclusive of all actual pages, including cover pages. Submissions must include: (1) A Capability Statement to include: (a) company name, address, and commercial and government entity (CAGE) code; (b) contact information (phone number and e-mail); (c) Company small or large size status and applicable socioeconomic designations (e.g., 8(a), HubZone, Veteran Owned Small Business, and Woman Owned Small Business); (d) active federal contract vehicles awarded to your firm (e.g., GSA Schedule contract, OASIS contract); and (e) narratives describing relevant experience on comparable projects, including dollar values of comparable projects. (f) provide recommendations, with support rationale, on the contract type (firm-fixed price, time and materials, cost) for the draft PWS requirement; and (g) provide a rough order of magnitude (i.e., a total price estimate) for the requirement in the draft PWS. Narratives provided for (1)(e) above must be presented in sufficient detail for the Government to determine that your company possesses adequate experience that is comparable to the requirements in the draft PWS. (2) Feedback on the draft PWS requirement, including recommended performance metrics. Vendors that do not follow the Marine Corps submission instructions may not be considered. The Marine Corps encourages submissions to be thorough, detailed, and sufficiently tailored to this announcement.� Selected Offerors may be contacted for further information regarding their capabilities.
