- The U.S. Army Corps of Engineers (USACE), Portland District is developing a 20-year dredged material management plan within the Lower Columbia River�s (LCR) Federal Navigation Channel (FNC) and is soliciting services to provide 1) a historic context statement for the LCR FNC, 2) inventory and documentation of navigation structures (pile dikes and man-made islands), 3) evaluate the FNC and navigation structures for the National Register of Historic Places (NRHP), and 4) prepare a National Park Service 10-900b multiple property form with accompanying NPS 10-900 forms for the contributing elements. This contract will cover the LCR corridor from the mouth of the Columbia River to Vancouver, Washington, from river mile (RM) 3.0-105.5, including all lands within one mile of the riverbank (Attachment 1). Attached to this announcement is criteria needed to verify a contractor's capability to develop a management plan to required by NWP. The ability of Small Business, Small Disadvantaged Businesses (including 8(a) firms), Historically Underutilized Business Zone (HubZone) Businesses, Service-Disabled Veteran-Owned Businesses (SDVOSB), and Woman Owned Small Businesses (WOSB) (including Economically Disadvantaged Women-Owned Small Businesses (EDWOSB)) to meet these requirements is important in determining our strategy. The response of large business vendors is important to verify the availability of competition for this work. Information may include any information the respondent feels verifies their capability to perform leadership development services meeting the criteria attached. Information could include past contracts, and customer satisfaction information.
