Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-20-131 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2020-06. The North American Industry Classification (NAICS) Code is 334516 with a size standard of 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis from FujiFilm/VisualSonics Corporation - 21919 30th Drive SE -Bothell, WA 98021 the following new products and or service(s): 1. PN: 52742 - 4D-Mode � Quantity (1) EA Serial No:04FC3 Capturing 3 spatial dimensions of the image area through one complete cardiac cycle, 4DMode provides the ability to acquire data sets with both structural and functional components. -Acquires 4D data sets at 100-300 frames per second -Provides ability to perform post-processing, and generate 4D reconstruction -Reconstruction permits volumetric analysis in spatial and temporal dimensions Requires: -3D-Mode (PN VS-2005) (or 3D-Mode Software (PN 12314) -EKV-Mode (PN 50226) -ECG-Triggered Analysis (PN 11954) -Physiological data (ECG and Respiration signals) from subject animal. Any Vevo Imaging Station configuration which includes the Advanced Physiological Monitoring Unit (THM150) 2. PN: 50226 - EKV (ECG Kilohertz-based Visualization) Software - Quantity (1) EA This next generation of EKV Software provides line-based reconstruction and measurements of the mouse cardiac cycle. Includes: - Cine loop image reconstruction from 700 � 10,000 frames per second - Improvement in acquisition time over the previous generation version (10-20 times faster) - Live on-screen ECG tracing with advanced ECG detection - Live and post-processed respiration gating - High quality image alignment - Ability to perform post-processing 3. PN: 11954 - ECG-Triggered Analysis � Quantity (1) EA Provides physiologically timed LV-analysis, supporting: - Single frame gating at systole and/or diastole in all 2D Modes - Cineloop acquisition for a user-defined # of cardiac cycles 4. PN: VS-20005 - 3D-Mode - Quantity (1) EA Volumetric acquisition of tumors and other structures for quantification and assessment. 3D-Mode can be combined with other imaging modes such as Power Doppler and Contrast Imaging Functionality for advanced data acquisition and analysis in various application areas. This package includes the 3D Motor; necessary for volumetric imaging. - Requires Vevo Imaging Station 1 or Vevo Imaging Station 2 5. PN: 5 12176 - VevoCQ Advanced Contrast Quantification Software � Quantity (1) EA Post-processing tool for perfusion and targeted signal analysis. - Perfusion parameters (including amplitude and time) derived from a curve fitting algorithm for bolus kinetics and replenishment kinetics following destruction reperfusion. - Spatial rendering is available in the form of parametric maps. - Data can be exported in .tiff, .bmp, .wmv files and .tsv formats. - Requires Contrast Imaging Functionality (11953). 6. PN: 11953 - Contrast Imaging Functionality � Quantity (1) EA - Linear and Nonlinear acquisition and analysis tools using Vevo MicroMarker Contrast Agent Imaging - Quantification of relative perfusion. - Biomarker quantification tools when using Vevo MicroMarker Target-Ready Contrast Agents. - Nonlinear contrast imaging requires one of the following transducers: MS201 (20027), MS250 (11957), MS250S (12231), LZ201 (50935), LZ250 (12331), MX201 (51065), MX250 (51066) or MX250S (51067) 7. PN: 52883 - Vevo Infusion Pump Software Feature - Quantity (1) EA 8. PN: VS-20019 - Vevo Infusion Pump - Quantity 1(EA) This device accurately administers volumes as low as picoliters for injection via syringe with extremely high precision. Ideal for delivery of microbubbles for linear and nonlinear contrast imaging, and photoacoustic contrast agents, such as nanoparticles or dyes. The delivery unit is remotely connected to a controller box or foot pedal allowing operation outside the Vevo LAZRTight in Photoacoustic Imaging Enclosure. All parameters are input through a touchscreen user interface. - Accuracy of 0.5% - Flow range from 3.6 pl/min to 3.8 ml/min - Flow rates are user-selected with units from ml, ?l, ?l, ?l, and hours, minutes and seconds - Power cord included - Touch screen interface The lab already has the Visualsonics Vevo3100 ultrasound system. The lab now needs to procure the necessary software to fully operate the machine. The features will allow scientists to acquire real volumes/dimensions of a certain structure (such as tumor) or organs (e.g. heart, kidney, liver, lung) and to provide us real-time perfusion data and molecular imaging of inflammation. 4D mode: allows to see the dynamic motion of the myocardium throughout the cardiac cycle with the 3D geometry of the heart. Moreover, this module allows us to image whole organs. Contrast imaging: with the application of contrast agents we can visualize and quantify blood perfusion, and with target-ready contrast agents in vivo molecular events (e.g. inflammation) can be seen. Fujifilm/Visualsonics is the only vendor from which the necessary software can be procured from. Fujifilm/Visualsonics is the only manufacturer and do not have any outside/third party authorized distributors for the Vevo systems/software in the United States. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer.
