- PRE-SOLICITATION NOTICE: LOWE - BITUMINOUS PAVING REPAIR AT BOARDING HOUSE PARK AND CANAL WALKS The National Park Service, Northeast Region, New England Major Acquisition Buying Office intends to issue a Request For Proposal (RFP) for a firm fixed priced construction contract, subject to the Davis-Bacon Act to furnish all labor, supervision, supplies, equipment, tools, materials, all supplementary or miscellaneous items, appurtenances and devices incidental to or necessary for the project required to complete the work in accordance with the Contract Documents. Provide bituminous paving repair at Lowell National Historical Park, Boarding House Park and Canal Walks, Lowell, Massachusetts. Provide all labor, management, supervision, tools, materials, equipment and transportation necessary to perform the required work in accordance with the statement of work, specifications, drawings, requirements, Federal, State and Local regulations. Provide for the major element of work to include: paving replacement of existing bituminous concrete walkways, fencing, erosion control, adjustment of utility structures, cold planing of asphalt pavement, removal of asphalt pavement, grading of subbase, asphalt paving, chip and seal surface treatment, resetting of site furnishings, steel edging, handrails and landscaping. The NAICS code for this project is 237310 Highway, Street, and Bridge Construction, and the small business size standard is $36.5 million. The order of magnitude for this project is estimated to be between $500,000. and $1,000,000. Location of Work: Lowell National Historical Park, Boarding House Park and Canal Walks, Lowell, Massachusetts. Contract performance period is August 01, 2020 to October 31, 2020. Award is restricted to small businesses in accordance with Federal Acquisition Regulation (FAR) 6.207 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Women-Owned Small Business (WOSB) concerns eligible under the WOSB Program. The Solicitation documents will be issued on or about July 03, 2020 and will be posted on https://www.FedConnect.net. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until the issuance of the solicitation. In order to be awarded a contract, an Offeror must have a DUNS number, be registered and active in the System for Award Management (SAM), https://www.Beta.Sam.gov, and have completed their Online Representations and Certifications. Once the Request for Proposal is issued specifications and drawings will be available for inspection without charge as attachments to the Request for Proposal.
