Description
THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID.� NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command (NAVFAC) Washington intends to issue a Request for Proposal (RFP) for a firm fixed-price, construction contract for National Museum of the Marine Corps Galley 13 and 14 - Macro Exhibits located at Marine Corps Base, Quantico, VA.� The anticipated requirement will be issued under RFP Number N40080-20-R-5255.� The RFP is expected to be posted to the beta.SAM website at https://beta.sam.gov/ around early July 2020. This procurement will be conducted utilizing Full & Open Unrestricted competitive negotiation procedures under FAR Part 15.� Evaluation will be conducted utilizing the Lowest Price Technical Acceptable process.� The Government intends to award one (1) firm fixed-price contract.� In accordance with DFAR 236.204(iii), the construction magnitude of this project is estimated between $250,000.00 and $500,000. The North American Industry Classification System (NAICS) Code for this procurement is 236220 with the annual size standard of $39.5M. Project Description:�This project includes the following: This project will fabricate and install structural floor supports for large scale (macro) museum artifacts. The project will install the macro artifacts on the fabricated supports. There are a total of eight (8) supports, three of which were completed under a separate contract.� The remaining five (5) supports and artifact installation comprise this project�s scope of work. The project location is vacant space referred to Galleries 13 and 14 (interior) within the National Museum of the Marine Corps (Museum). The Museum is located at 18900 Jefferson Davis HWY, Triangle, VA 22172. General and existing condition: The Museum is an operational facility and open to the public. The project area is limited to the interior of Galleries 13 and 14 which are located in the northwest quadrant of the existing building between column lines R18 to R25 and C2.5 to C5 (exterior column line at the building envelope). The Contractor access to the project location will be through existing exterior door openings located on the exterior wall adjacent to Gallery 13 between column lines R19 and R 20 (at the rear of the building). Contractor access to Gallery 14 is through Gallery 13. Site: The existing property contains the Museum, improved landscape and paved areas. No work is anticipated for the site other than repair work associated with the Contractor�s use of the Gallery 13 access point. The Contractor must repair any existing site areas that are damaged by the construction of the project. Removal of the existing exterior removable panel (located at the double doors) is required for construction activities. The sequencing and timing associated with the removal must be coordinated with the Museum point of contact and approved by the Contracting Officer. Provisions for weatherproofing (temporary) and securing the opening during operations is required. All life safety and security components shall remain operational. Reinstallation of the knock out assembly, the double doors must include weather proofing, life safety and security provisions to match the existing conditions. Demolition: Any selective demolition (beyond the scope requirements) required for the project must be approved in advance by the Contracting Officer. At no time, shall demolition activities disable or disrupt existing life safety or security systems/provisions. All life safety and security provisions must remain operational throughout the construction period. The building operations must remain uninterrupted during the project lifecycle. Structural Engineering: Structural supports for the Macro Exhibits shall be in compliance with the existing 100% shop drawings prepared by Structural Engineering Group, Inc. and dated 6/13/18. The supports shall be anchored to the building floor structure as indicated on the shop drawings. The shop drawings must be reviewed by the Contractor�s architect/engineering firm for adequacy and acceptance during the pre-fabrication phase of the project. The Macro Exhibits (6 components) must be moved by the Contractor from the existing on site locations to each gallery. The Contractor will offload artifacts from the point of delivery and install/anchor (as shown on the drawings)the artifact on top of the fabricated structural supports. Mechanical: Mechanical and plumbing construction improvements are not a part of the project scope. Electrical: New electrical construction improvements are not a part of the project scope. Temporary wiring for existing systems (as required for access) is required if the existing components are temporarily relocated. Interior Finishes: Interior finishes are not a part of the project scope. Audio and Visual: Audio and Visual improvements are not a part of the project scope. Macro Artifacts handling and protection: The Contractor is responsible for appropriate handling, care, moving and protection of all artifacts for this project and those already installed within the project area. The Contractor shall include as a part of the project cost, a liability insurance policy of one million five hundred thousand ($1,500,000) aggregated sum for the replacement/repair of any macro artifacts damaged by the Contractor in the execution of the project scope. All artifacts in the project must be protected during the execution of the scope. Once installed, the Contractor shall wrap all project artifacts in plastic sheathing and ensure no part of the artifact is exposed.� The Museum will be occupied by staff and visitors during the project construction period and must remain operational at all times. The project area must be controlled from public access and any access points from the exterior of the building must be secure. Photographs, recording, video, live video operation are NOT allowed at any time. Contractor personnel must remain within the project area at all times. Temporary barriers, bathroom facilities, Contractor trailers must be provided. Project activities must not disrupt ongoing operations of the existing building/site. End of Project Description A Source Sought was issued on March 12, 2020 under RFP Number N40080-20-S-0002 for responses potentially qualified Small Businesses, local U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUB Zone, SBA certified Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB) and SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB) for National Museum of the Marine Corps Galley 13 and 14 - Macro Exhibits Marine Corps Base, Quantico, VA. Based on responses received, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition.� The Government intends to post all notices/amendments related to this solicitation on beta.SAMS at https://beta.sam.gov/.� All interested firms must be registered on beta.SAMS web sites in order to obtain the solicitation documents and all information regarding the solicitation.� Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Offerors are encouraged to check beta.SAMS web sites frequently in order to be notified of any changes to this solicitation. IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) database. Failure to register in the SAM database will make an Offeror ineligible for award. The SAM website can be accessed at www.sam.gov/portal/SAM.
