- I. GENERAL INFORMATION 1. SOLICITATION NO.: 72066320R00012 2. ISSUANCE DATE: June 17, 2020 3. CLOSING DATE/TIME FOR RECEIPTOF OFFERS: July 16, 2020 (5:00pm Ethiopia�s local time.) 4. MARKET VALUE: $ 92,977 to $ 120,868 equivalent to GS-14. The final compensation will be negotiated within the listed market value based on the successful candidate�s salary history, work experience, and educational background.� Salaries over and above the top of the pay range will not be entertained or negotiated. 7. PERIOD OF PERFORMANCE: One year, with an option to renew for additional one year. estimated to start on September 14, 2020. The base period will be one (1) year, estimated to start on 09/14/2020. Based on Agency need, the Contracting Officer may exercise (an) additional option period for one (1) year for the date(s) estimated as follows: Base Period: 09/14 2020 � 09/13/2021 Option Period 1: 09/14/2021 � 09/13/2022 8. PLACE OF PERFORMANCE: Addis Ababa, Ethiopia with possible travel as stated in the Statement of Work. 9. ELIGIBLE OFFERORS: U.S. Citizens, and Resident Aliens. ����������� For USPSC: Be a U.S. citizen or U.S. Permanent Resident (�green card holder�); U.S. resident alien means a non-U.S. citizen lawfully admitted for permanent residence in the United States; Submit a complete application as outlined in the solicitation section titled APPLYING; Be able to obtain facility access authorization; Be able to obtain a Department of State medical clearance; Be willing to travel to work sites and other offices as/when requested; Employment is subject to funds availability and all the required approvals obtained. 10. SECURITY LEVEL REQUIRED: Facility Access. The final selected candidates must obtain both the appropriate security and medical clearances within a reasonable period. If such clearances are not obtained within a reasonable time or negative suitability issues are involved, any offer made may be rescinded. 11. STATEMENT OF DUTIES 1. General Statement of Purpose of the Contract: The Program Officer (PO) is the Team Leader for the Operations Team and plays a critical role in USAID/Ethiopia's Health Office. S/he reports to the Health Office Director or delegee and supports the Director and two Deputy Directors to oversee the breadth of the $159 million health portfolio. S/he leads a team of 10 people and directly supervises at least three PSC and local-hire staff. S/he is the key counterpart to the Mission's Program Office, and provides leadership and supervision of the office�s planning and reporting; budget and accounting; learning, monitoring and evaluation (LME); strategic information (SI); collaborating, learning, and adapting (CLA); internal and external communications, outreach, and representational functions; and office-wide staffing and recruiting. The PO may be responsible for a host of program office-related functions such as collaborating with other technical offices to coordinate the review of concept papers, project appraisal and project authorization documents, new activity designs, amendments, related statements of work, and other functions as needed. The PO takes a leading role in drafting and/or revising components of USAID/Ethiopia�s Operational Plan, Performance Management Plan, Performance Plan and Report, and other programmatic documents, as necessary. S/he is a member of the Missions CLA technical working group. His/her office also manages agreements related to national surveys such as the Demographic and Health Survey, Service Provision Assessment, census, and LME. The Health Office portfolio includes maternal and child health, family planning/reproductive health, tuberculosis, neglected tropical diseases, PEPFAR, President�s Malaria Initiative (PMI), and Global Health Security Agenda funds. S/he is the counterpart to the four other Team Leaders of the Infectious Disease, Family Health, PMI, and Health Systems and Resilience teams. S/he will support cross-sectoral work within the Mission, as well as with relevant Government of Ethiopia ministries, and will work closely with USAID/Washington on key strategic planning and reporting functions. The PO must have demonstrated the ability to exercise significant, independent professional judgment to anticipate and address both systemic and ad hoc challenges related to program and activity design, budgeting, and Health and Program Office-related operations.� The position requires an entrepreneurial, results-oriented approach to delivering development assistance; a customer service-oriented approach to serving broad Mission needs; and the ability to diplomatically and tactfully confront and resolve bureaucratic institutional and interagency challenges, while maintaining collaborative relations.� Strong interpersonal skills are required in order to establish and maintain these collaborative relations with counterparts, both inside and outside of USAID.� The Mission is seeking a self-starter who will be responsive to client needs, has the ability to work calmly and effectively under pressure, is a quintessential team player, and can be easily integrated into the existing management team. Travel is expected up to 15% of the time. S/he is preferably a certified Assistance/Contracting Officer�s Representative (A/COR) and is able to use Agency software/systems including WebTA, GLAAS, and FAITAS. 2. Statement of Duties to be Performed Specific responsibilities will include but are not limited to the following: Lead a team of professionals working on LME, finance and budget, and outreach and communication, in alignment with Mission guidance and timelines, and ensure their professional learning (training). Mentor and coach subordinates.� Provide direct feedback (both positive and negative) to staff on a regular basis to improve individual and team performance. Ensures full staffing of the Operations Team within the office, hiring and recruiting as necessary to fill vacancies in collaboration with the Health Office Management Team. Manages staff development, promotions and support as required for current team members. Lead the Health Office�s relationship with the program office to ensure that the front office complies with Program Office initiatives, taskers, processes and deadlines. Apply strong knowledge of U.S. Government and USAID policies, regulations and procedures to the development and management of USAID/Ethiopia health programs based on a comprehensive understanding of U.S., national and regional development needs and objectives. Help lead program and budget planning -- including the design, development, documentation, and amending (as needed) of the Mission�s CDCS, Performance Management Plan, and new projects, and coordinate related approval processes.� Coordinate and recommend to the Health Office Management Team on program budget resource requests and ensure alignment with strategic priorities. Lead Office Portfolio Reviews. Direct the development and preparation of Health Office reports, budgets and Congressional presentation material for submission to, and approval by, USAID/Washington, including the annual Operational Plan (OP), Congressional Budget Justification, Performance Plan and Report (PPR), and Congressional Notifications (CN). Monitor, analyze and evaluate the implementation, results, and accomplishments of projects and activities to assess their effectiveness, efficiency, and significance.� Provide leadership for the design and development of the Mission�s knowledge management and performance monitoring systems.� Ensure lessons learned are used to adapt programming in a timely manner. Support Office oversight processes such as site visit trackers and tools, and Regional representation. Guide the Health Office�s communications and outreach efforts, includes updating and developing materials for public outreach and communication, coordinating a variety of public events and visits, and organizing internal workshops and retreats. Make site visits as necessary to observe program results and to interface with project implementation partners. Serve as a key member of the Health Office Management Team, Mission CLA working group, and other cross-office/cross-mission teams as needed. Cultivate and maintain strong collaborative relations with key external stakeholders within the interagency, other donors, and the GOE. Flexibly support the Health Office and Mission through a variety of other assigned tasks.� Responds to urgent, complex information requests and action items as needed.� 3. Supervisory Relationship: The PO reports directly to the Health Office Director or delegee. The PO is expected to show strong, independent initiative and work with minimal supervision.� �4. Supervisory Controls: The incumbent is expected to supervise and/or provide day-to-day guidance to a team of eight FSNs and one PSC and may directly supervise at least two FSNs and one PSC. 12. PHYSICAL DEMANDS: The work requested does not involve undue physical demands. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION Applications will be initially screened by the Human Resources Office to determine whether applicants have met the advertised minimum qualifications. A list of qualified applicants will be referred to the hiring office for further consideration and screening. EDUCATION: A minimum of a Master�s Degree in international development, management, economics, business, or a related field is required.� Federal Executive Institute (FEI) leadership training or equivalent strongly preferred. Training in the areas of program management, project design, risk management and/or USAID policies and procedures is a plus. WORK EXPERIENCE: A minimum of at least 7 years of progressively responsible experience in strategy development, and managing international development programs with large international organizations. Experience in monitoring and evaluation is strongly preferred. At least two years of supervisory experience is required. III. EVALUATION AND SELECTION FACTORS The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1.� The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c).� In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers.� The FAR provisions referenced above are available at https://www.acquisition.gov/browse/index/far. The TEC will conduct interviews with all offerors in the competitive range and provide the final rating and ranking of the offerors based on the interview and/or written test. The CO will consider findings from the reference checks as part of the responsibility determination. Experience in monitoring and evaluation is strongly preferred. At least two years of supervisory experience is required. SKILLS and ABLITIES (30 points): Exceptional interpersonal, leadership, communication, and management skills. Excellent organizational and coordination skills. Ability and experience to mentor, coach and supervise staff, and delegate appropriately. Demonstrated ability to work independently within agreed-upon parameters with minimal supervision or guidance, while exercising sound judgment, and communicating back within the team and office context. Ability to work in a cross-cultural context and within team settings, and maintain a customer service-orientation.� Proven ability to communicate quickly, clearly, and concisely, both orally and in writing, including ability to prepare technical reports, presentations and briefings.� S/he should have demonstrated team building and development skills. KNOWLEDGE (30 points): Familiarity with USAID Program Office processes and procedures, and mastery of program budget planning and oversight. Advanced understanding of the Program Cycle as elaborated in USAID Automated Directive System (ADS) 201 -- including a sophisticated understanding of Collaborating, Learning and Adapting (CLA) and the Program Cycle principle of local ownership -- is preferred. Also required are knowledge of leadership concepts and management principles, and an understanding of USAID�s mission and priorities. Knowledge about Learning, Monitoring and Evaluation principles is strongly preferred. IV.
