Description
The Air Force Nuclear Weapons Center (AFNWC) at Kirtland AFB intends to issue a sole source contract under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to: The Boeing Company Defense Space and Security 6200 JS McDonnell Blvd Saint Louis MO 63134-1939 Cage code: 76301 The Government intends to award a 5-year ordering period Indefinite Delivery/Indefinite Quantity (ID/IQ) oontract with options period to be identify at the delivery and/or task order level on case by case basis. This contract will provide support for the B61-12 Tail Kit Assembly (TKA) in the areas of flight test, surveillance, life cycle sustainment and engineering services, and test equipment and trainer TKA production to meet current an emerging USAF and NATO allied operational requirements. These efforts are necessary to support various test events and sustainment activities aimed at identifying the reliability of the TKA after Initial Operational Capability (IOC). Flight test data analysis, laboratory test technical support and analysis, design analysis, test asset configuration and repair, software support, and test equipment and TKA trainer procurement and production are among the major activities required. All responsible sources may submit a capability statement which shall be considered by the Government. The capability statement shall not to exceed 5 pages, and shall demonstrate how your company has the ability to accomplish and support the following: i. �Flight/Ground/Laboratory Test Support � Provide sustainment, software, test and cybersecurity engineering support, data analysis for B61-12 TKA integration; support for aircraft mission planning system updates and nuclear compatibility certification/ support execution of aircraft Systems Integration Laboratory, ground and flight tests needed for� current and future nuclear-capable USAF aircraft and non-US NATO Dual Capable Aircraft. ii. War Reserve B61-12 TKA, TKA Trainer, Tester and Test Instrumentation Kit (TIK) Sustainment and Repair � Upon completion of the B61-12 TKA Lot 2 Production Contract (projected to end FY23), provide sustainment and limited repair of WR TKAs, TKA Trainers and Stand-Alone Test Sets (SATS); provide sustainment and repair of TIKs, as well as Government Furnished Property (GFP) production test support equipment including the Joint Common Test Set (JCTS) and Portable JCTS, and the R2-D2 TIK/Guided Test Vehicle (GTV) Testers. iii. TKA Test Variant and Test Support Tools Sustainment and Repair � Provide for sustainment and repair of B61-12 TKA laboratory, ground, flight test asset variants, including Separation Test Vehicles (STVs), Guided Test Vehicles (GTVs), Joint Test Assemblies (JTAs), TKA Weapon Simulator-2�s (TAWS-2�s) and TAWS-4�s, TKA Instrumented Measurement Vehicles (IMVs), the Electrical Execution Test (ELX) TKA, and associated test support tools such as Ground Support Units (GSUs) and On-Board Recorders (OBRs). iv. Production � Produce additional TKA Trainers to satisfy the AFGSC�s emerging new requirement for TYPE 3A Military Training Units (MTUs) and TYPE 3C and 3E MTUs needed for extended B-21 bomber basing. v. Provide B61-12 TKA training and training materials services vi. Program Management Support Services � Provide and establish program management personnel to support i., ii., iii., iv., and v. under this acquisition. Currently the IMV is considered Contractor Acquired Property under a separate contract and the government does not own the IMV technical data nor has the necessary expertise to use the IMV or interpret any test data received from it.� Boeing, as the designer for both the B61-12 TKA and the IMV is currently the only known source to properly calibrate, operate, and interpret the data received from the IMV.
