Harris Contracting Officer CONTINUATION PAGE 52.212-2 changed from Best Value considering lowest price, meeting the technical specifications outlined in the PWS, and past performance (minimum of satisfactory rating on past/current Government contracts performed). If no past performance is available, the offeror will be viewed as neutral. Although past performance is an evaluation factor it will not negatively impact the offeror unless there is an over-all below satisfactory rating on Government contract performed. To Best Value considering lowest price, demonstrating the capability of meeting the technical specifications outlined in the PWS or SOW, and past performance. Breakdown of each is provided below, the offeror who presents the lowest price, demonstrates the technical capability to perform this requirement, and provides past performance for similar services in size and scope shall be awarded the contract. Lowest Price: All line items in the Price Schedule must include a price. The total evaluated price is the offerors price to include all options or pricing for the entire ordering period (if applicable). The Government may determine that an offer is unacceptable if the prices are significantly unbalanced. The Contracting Officer may use various price techniques and procedures to ensure a fair and reasonable price. Examples of such techniques include: Comparison of proposed prices received in response to the solicitation and Comparison of proposed prices paid, whether by the Government or other than the Government, for the same or similar items. Technical Capability: The Offeror's proposal shall disclose the technical ability in as much detail as possible, including, but not limited to, the requirements in this section of the RFQ. The technical ability should be specific, detailed and complete enough to clearly and fully demonstrate that offeror thoroughly understands the intent of the Statement of Work (SOW)/PWS. Stating that, the offeror understands and shall comply with the SOW, or paraphrasing the SOW, or parts thereof, is considered inadequate Past Performance: Offeror must provide at least one (1) reference for work performed of similar services, size, and scope of work. The references can be Governmental or Commercial entities. All past performances references must be rated as satisfactory, a CPARS report will also be pulled to verify performance on Government Contracts. If Government contracts have been performed, the offeror must have a satisfactory rating or higher.
