Description
The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Blackrock Microsystems based in Salt Lake City, Utah on behalf of the VA Cleveland Healthcare System. The requirement is to provide one (1) Blackrock Neuroport 512 channel real-time data Biopotential Monitoring System, NeuroPlex E headstage, accessories and two (2) year service agreement for a Blackrock Neuroport system that is currently installed and in use at the Cleveland VA facility. This equipment will enhance the ReHAB (Reconnecting the Hand and Arm to the Brain) program The specific system includes: A Biopotential Signal Processing System which supports recording, processing and displaying biopotential signals from various types of electrodes. Biopotential signals may include Electrocorticography (ECoG), electroencephalography (EEG), electromyography (EMG), electrocardiography (ECG), electrooculography (EOC) action potentials (AP), and evoked potentials (EP). The system is designed to record and process neural signals from up to 256 surface or penetrating electrodes in addition to auxiliary analog signals and digital experimental events. The system should perform real-time signal processing algorithms on neural signals, including noise cancellation, digital filtering, simultaneous extraction of spike and field potentials, and manual and automatic online spike sorting. The requirement will take place at a VA facility Minneapolis, Minnesota. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it can meet the requirement may submit a capability statement and supporting documentation to the contracting office no later than Monday, June 22, 2020, (10:00 AM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
