Description

The following represents the Notice of Intent that will be posted on beta.sam.gov. The United States Department of Agriculture (USDA), Food Safety Inspection Service (FSIS) intends to negotiate solely with the EMD Millipore Corporation, 25760 Network Place, Chicago, IL 60673 to obtain equipment maintenance services for the Western Lab listed below. Objectives/Scope: The Western Lab performs regulatory testing of meat, poultry, and egg products for the presence of pathogenic bacteria. In order to recover these pathogenic bacteria, it is essential that the water used to prepare all media and reagents meets all requirements as written in LW-0015 �Media, Reagents, Test Kits, ID systems, and Antisera Quality Control and Traceability.� �Since large volumes of RO water are required in order to meet laboratory demands, the laboratory requires a water system that can produce a minimum of 100 Liters/hour of RO water and storage tank to hold a minimum of 350 Liters. This system must be maintained according to manufacturer�s standards and meet or exceed quality standards as required under ISO-017025. In order to maintain equipment in working condition, a service agreement is required. Requirements: Western Lab is requesting a Maintenance /Service Agreement with a Base Year and 2 Option Years be established. Pre-maintenance equipment status Historical events review/verification Inlet screen filter check Water chemistry analysis Pre-maintenance system�s parameters displayed Regulator pressure check Flow rates verification Consumable changes Maintenance kit parts change Electrical verifications Hydraulic verification System test verification Post-maintenance system�s parameters displayed Post-maintenance flow rates verification Product resistivity verification Product TOC verification Equipment cleaning RO membrane cleaning Post-maintenance environmental equipment installation remarks Preventative maintenance visit certification All of the above procedures are performed in compliance with EMD Millipore�s Standard Operating Practices as identified in our Quality Document System. All procedures are auditable by your own Quality Control Department, as necessary. This procurement will be conducted under the authority of FAR 6.302-1 - Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements Citation: 41 U.S.C. 253(c)(1). The period of performance will be for a 12- month base period plus 2 option years. This covers equipment located in the USDA-FSIS-OPHS Western Laboratory, 800 Buchanan Street, Albany, CA 94706. This is not a request for quotations or an announcement of a forthcoming solicitation. Request for copies of this solicitation will not be honored or acknowledged. The Government does not intend to pay for information received. All interested parties must respond within five (5) calendar days from the date of this notice. Written responses must provide clear and concise documentation indicating your firm's capability to provide the proprietary services. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to announcement #123A9420R0019. If no viable responses have been received in response after Thursday, June 25, 2020, 5:00 pm E.S.T to this announcement, USDA/FSIS shall negotiate solely with the EMD Millipore Corporation.
