Description
This is a sources sought announcement only. This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of current market conditions relative to NAICS 621511 Medical Laboratories with a size standard of $32.5 million. The Department of Veterans Affairs (DVA), Network Contracting Office 23 (NCO 23), on behalf of Minneapolis VA Health Care System (MVAHCS), Minneapolis, MN is seeking to identify any vendors capable of providing contractual services of specialized specific diagnostic testing in accordance with the specifications contained herein to beneficiaries of the DVA and MVAHCS. The period of performance will be one (1) twelve-month base period, and four (4) twelve-month option years; estimated start date is January 1, 2021 through December 31, 2021. The Minneapolis VA Health care system, hereinafter referred to as MVAHCS, located at One Veterans Drive, Minneapolis, MN 55417; requires the services of a contractor to provide specialized specific diagnostic testing needs (STAT and Routine) not provided by MVAHCS Laboratory Service. These services require a Comprehensive Cytogenetics Laboratory with both conventional and molecular cytogenetic (FISH) testing. The contractor s laboratory must be able to provide services Monday through Saturday. The MVAHCS will award a firm, fixed-price, indefinite delivery indefinite quantity commercial services contract for all items listed in the Schedule of Items. The effective period of the contract shall be from date of award through twelve (12) months with the options to extend the contract for additional 12-month periods, at the discretion of MVAHCS, for up to four (4) additional years. Total contract will not exceed five years. Testing needs consist of stat laboratory tests for drugs and toxins; comprehensive conventional and molecular cytogenetic (FISH) testing on blood, bone marrow, and solid tissue; histochemical testing, special stains, electron microscopy and interpretive reports on muscle biopsies; special stains, electron microscopy and interpretative reports on nerve biopsies; immunofluorescent testing, special stains, electron microscopy and interpretative reports on renal biopsies; immunofluorescent testing and interpretative reports on skin specimens; immunohistochemical breast markers including estrogen and progesterone receptor and electron microscopy and interpretive reports on diagnostic tissue specimens. A comprehensive list of tests with CPT codes can be found in the schedule of items. Contractor shall provide stat laboratory testing services for drugs and toxins to include: List of tests with reference ranges, specimen requirements, processing and analysis of the specimen; and reporting of specimen results through a phone call within 2 hours of carrier pickup (carrier pick up is expected with 30 minutes of requesting) and hard copy within 2 days to the MVAHCS. Consultation regarding selection, collection, transportation and result interpretation shall also be provided when required. The Contractor s shall assure compliance of all procedures and practices by the following accrediting agencies, and the facility and employees shall have all licenses, permits, accreditation, professional certifications and qualifications required by federal and state law to provide laboratory testing and consult services. This includes but is not limited to Accreditation by the College of American Pathologists (CAP). The contractor will provide the courier service for the transport of the specimens from MVAHCS to the contractor s laboratory for testing. Stat specimens: The contractor will provide the courier service for the transportation of the specimen from MVAHCS directly to the contractor s laboratory for testing within 30 minutes of notification of request. Routine Specimens: The contractor will provide the courier service for the transportation of the specimen from MVAHCS directly to the contractor s laboratory for testing within 2 hours of notification of request. Prior to issuing a solicitation, and pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are qualified Service Disabled Veteran Owned Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) with the capability of providing the below services (Respondents are not limited to SDVOSB/VOSB concerns; the Government seeks to identify ALL potentially interested sources). Responses to this sources sought notice must include the following information: 1. General Information of your company name, address, contact person name, phone number, fax number, e-mail address(s) and DUNS number and company website if available. 2. Socio-economic status of business (i.e. SDVOSB/VOSB, Small Business, Large etc.) 3. Are you, or have you provided specialized laboratory testing and consultation services. If so, please provide contract number(s) for the previous three (3) years. 4. Will your company enter into a joint venture or other relationship in order to provide this service. Responses to this market survey shall be e-mailed (only) to the attention of Steven Porwoll, steven.porwoll@va.gov. No telephone responses will be accepted. Responses must be received no later than 3:00 pm CST July 15, 2020. No solicitation document is available currently; this notice is to acquire information only. Vendors interested in providing an offer will have to respond to a solicitation announcement that shall be published separately.
