Description
Fire Alarm & Sprinkler Test/Inspection Service Oklahoma City VA Health Care System VA Medical Center Oklahoma City, OK. 73104 BRIEF SCOPE OF WORK (This is for information only) Fire Alarm & Sprinkler Testing & Inspection Services in accordance with the terms and conditions stated within this abbreviated Performance Work Statement (PWS). The subsequent solicitation is planned to be a Base with Four possible Option Year(s) Contract. This is a Request for Information (RFI) Only for Market Research purposes, no Award will be made from this RFI. The subsequent Contract will be a Base with Four possible Option Year(s) Contract, funded by FY21 appropriations, with a start date on or after 1 October 2020. Oklahoma City VA Medical Center is seeking a qualified contractor to provide Testing & Inspection services of Fire Alarm & Sprinkler System at the main VA hospital facility and Lawton CBOC, in accordance with the most current edition of The National Fire Protection Association s (NFPA) Code. Contractor to supply all labor, materials, and other supplies needed to complete all tasks in accordance with most current edition of NFPA 72 and NFPA 25: Provide all necessary trained and qualified personnel, labor, equipment and calibration instruments to perform preventive maintenance and inspections for the Government-owned Fire Protection Systems specified herein. The systems include fire alarm systems and sprinklers and all peripherals associated with these systems including, but not limited to: 1. Test all alarm initiating devices such as manual pull stations, heat detectors, smoke detectors, air duct smoke detectors and fire sprinkler water flow switches. 2. Test all supervisory initiating devices such as fire sprinkler valves and low air switches. 3. Test all audible and visual alarm devices. 4. Perform all control unit tests such as output control functions (i.e. fan shut-down, door control, elevator capture, etc.) battery charging circuit tests, initiating and indicating circuit supervision, magnetic locking devices and ground detection. 5. Prepare and submit a detailed test report indicating each device tested, type of test for each device, the test result for each device and each device's location. Joint Commission format and need report before payment received. 6. Prepare and submit a detailed deficiency list indicating the problems found and code references where applicable. 1) FIRE ALARM SYSTEMS Testing to include annual November, semi-annual May, and quarterly November, February, May, August testing. a) Inspections: The vendor shall inspect to ensure that the systems, in their entirety, are operating at their optimum. The vendor shall make all inspections in accordance with the manufacturer s standard practice, instructions and current NFPA 72: National Fire Alarm Code. b) Testing: The vendor shall perform all tests as required by either the manufacturer or contained in current NFPA 72: National Fire Alarm Code, i.e. pull stations, heat and smoke detectors, signaling circuits and all other initiating, signaling and monitoring devices requiring testing. 2) FIRE SPRINKLER SYSTEMS Testing to include annual, semi-annual, and quarterly testing. a) The vendor shall provide all necessary trained and qualified personnel, labor, and equipment to inspect, and test the fixed automatic fire sprinkler systems and equipment located in Buildings in accordance with NFPA 25: Inspection, Testing & Maintenance of Water Based Fire Protection Systems. The system components and quantities are described below.
