Description
I. INTRODUCTION: This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as quotes, nor will any award be incurred by interested parties in responding to this sources sought announcement. NCO 1 Contracting is seeking interested sources for a future solicitation and procurement. At this time, no solicitation exists. II. BACKGROUND: Providence VAMC has a requirement for Website Design for its Research Department in conjunction with the VA RR&D Center for Neurorestoration and Neurotechnology described below: GENERAL INFORMATION 1. Title of Project: VA RR&D Center for Neurorestoration and Neurotechnology (Leigh Hochberg, MD, PhD Principal Investigator) 2. Scope of work: The purpose and scope of this contract is to create a distinctive and memorable visual identity for the VA RR&D Center for Neurorestoration and Neurotechnology (CfNN). This identity will act as the foundation for the visual vocabulary and tone for their marketing and communications materials moving forward. The deliverables will include: Project Kick-off Meeting, Visual Identity System Design, Visual Identity System Production (with formatting for PPT template, newsletters, business cards, etc.), Visual Identity System Brand Standards Guide, Website Design, Development & Launch and Overview Video. This study is funded by VA RR&D through special purpose funds. 3. Background: The VA RR&D Center for Neurorestoration and Neurotechnology (CfNN) is a collaboration between the Providence VA Medical Center, Brown University, Butler Hospital, Lifespan, and Massachusetts General Hospital. Since inception in 2012, the Center was created with the intent of attracting distinguished researchers and clinicians to advance and translate neurotechnology to restore lost function. Through its three focus areas and three cores, CfNN seeks to develop, test and implement new therapies and technologies that restore function for Veterans with disorders affecting the nervous system. 4. Performance Period: The contractor shall complete the work required under this PWS within the time frames stated, unless otherwise directed by the Contracting Officer (CO). The contract shall have a 1-year term. Specific Mandatory Tasks and Associated Deliverables The contractor shall provide the specific deliverables described below within the performance period. Task 1. Project Kick-Off Meeting & Discussion 1.1 Conduct a 1-hour kick-off meeting with the CfNN Leadership team. 1.2 Review of project goals and objectives Deliverable: Rough project timeline for review and approval by the CfNN leadership team within one week of Kick-Off meeting. Task 2. Visual Identity Design Concepts 2.1 Design and present 3-4 visual identity directions Deliverable (Within 7 weeks of design direction confirmation): Final design & production of business cards, envelope, and mailing label. Color and black + white files in all relevant digital formats Task 3. Visual Identity Standards Guide 3.1 Design and develop a standards guide (with input from the CfNN leadership team) Deliverable: Standards Guide (digital file) by end of contract term. Task 4. Design of CfNN Website Work with CfNN to design independent center website Create content structure Create templates Deliverable: Final website by end of contract term. Task 5. CfNN Overview Video Work with CfNN to develop a list of questions for video participants Create a videoshoot shot list Complete videoshoot Provide roughcut to CfNN leadership team Make edits as requested by CfNN leadership team Deliverable: Final mp4 video file (approximately 2 minutes in duration) by end of contract term. Evaluated Optional Tasks and Associated Deliverables As work progresses, there may be other areas of exploration discovered. In this event a project statement will be drafted by VA and a budget for the additional work may be requested from The contractor. Issuance of additional task orders is based upon the availability of funding. Schedule for deliverables If for any reason any deliverable cannot be completed within the scheduled time frame, The contractor is required to explain why in writing to the CO, including a firm commitment of when the work shall be completed. This notice to the CO shall cite the reasons for the delay, and the impact on the overall project. The CO will then review the facts and issue a response, in accordance with applicable regulations. Changes to the Performance Work Statement Any changes to this PWS shall be authorized and approved only through written correspondence from the CO. The Contracting Officer s Representative will keep a copy of each change in a project folder along with other products of the project. Costs incurred by The contractor through the actions of parties other than the CO shall be borne by The contractor. The risk of performing work without a valid funding order in place is entirely upon The contractor. Reporting Requirements A final written report shall be submitted no later than 60 days following task order completion. Location: Providence VAMC IV. OBJECTIVES: Providence VAMC is looking for small business concerns, especially Service-Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) contractors that can provide the requested Website Design for Providence VAMC Research/Education Department within VISN 1. All capable companies are encouraged to respond. The current primary NAICS code is 541430 (Graphic Design Services). V. SUBMITTAL INFORMATION: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response as detailed below. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements described above. Interested parties shall furnish the following minimum information: i. Company name and address ensure your company is registered in the System for Award Management (SAM) at www.sam.gov. ii. Company point of contact name, telephone number, and email address. iii. Evidence that you are a small business (if applicable): Small Business ensure you are listed as small business in SAM, reps and certifications. Provide the NAICS codes you are listed as a small business under. SDVOSB or VOSB (or in the process of certification) ensure you are certified in the veteran database at www.vetbiz.gov. Provide evidence of certification. iv. If your company holds a Federal Supply Schedule (FSS) Contract, list the Contract Number and SINs. v. Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described above. vi. Past Experience: Brief summary of the company history relative to similar requirements. Response may provide information on a maximum of three similar projects for which the responder was a prime or subcontractor.
