Description
1. INTRODUCTION: This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as quotes, nor will any award be incurred by interested parties in responding to this sources sought announcement. NCO 1 Contracting is seeking interested sources for a future solicitation and procurement. At this time, no solicitation exists. 2. BACKGROUND: VA Boston Healthcare System has a requirement for Genetic Testing for its Research Department in conjunction with the MVP-ROAR Study described below: The MVP-ROAR Study is a pilot study associated with the Million Veteran Program (MVP); a VA research initiative developed to enhance the health care of Veterans. The MVP-ROAR Study is intended to generate knowledge about the processes and outcomes of confirming and returning genetic results associated with familial hypercholesterolemia (FH) to MVP research participants. The MVP-ROAR Study aims to enroll 254 patient-participants nationwide for which confirmatory genetic testing will be required. Through this study, patient-participants will undergo confirmatory genetic testing and will receive an interpreted laboratory report from Invitae Corporationthe contractor provided to them and their healthcare providers through a VABHS genetic counseling intervention. All specimen for genetic testing will be collected at the participant s preferred local VA facility and will be shipped using a common carrier delivery service and standard chain of custody. All reports will be provided to VABHS study staff via Invitae Corporationthe contractor s secure web-interface. Invitae the contractor is a Clinical Laboratory Improvement Amendments (CLIA) and College of American Pathologists (CAP) certified clinical diagnostic genetic testing laboratory. Description of Work VABHS wishesll to contract for the laboratory services of an established and reputable lab, which has a distinguished track record as a genetic testing laboratory, having processed over one million samples to date. Invitae CorporationThe contractor will perform DNA sequencing, analysis, interpretation, and reporting for this study. Specifically, each patient will receive sequencing and deletion/duplication analysis via next generation sequencing (NGS) of the following FH-associated genes: LDLR, APOB, PCSK9, and LDLRAP1. The cost of each test is $250 per enrolled patient. Primary contractor duties include, but are not limited to: Specimen accessioning, extraction, and test management Sequencing and deletion duplication analysis for the requested gene panel Bioinformatics annotation and filtration Data review and variant assessment Orthogonal confirmation as necessary Case interpretation, drafting, and reporting As-needed consultation with PI or genetic counselor for report interpretation Secure web-interface used for reporting results Deliverables Specific items to be delivered to the VA investigator, include, but are not limited to: Human specimen sample collection supplies and shipping materials, compliant with all current federal regulations Interpreted report We are not asking for raw data, correct? We re specifying the only variant of interest, will the report tell us this? I don t think we specified anything about the transfer of raw data in our materials. for each patient Free familial testing within 90 days of the release of patient report Invitae CorporationThe contractor will perform the primaryse duties listed above at their facility located at 1400 16th Street, San Francisco, CA 94103. Timeframe Beginning and ending dates of time period during which contractor is required to perform work for VA are February July 1, 2020 to September June 30, 20210 with option to renew yearly through September June 30, 20232025. Location: VA Boston Healthcare System 3. OBJECTIVES: VA Boston Healthcare System is looking for small business concerns, especially Service-Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) contractors that can provide the requested Genetic Testing for Boston Healthcare System Research Department within VISN 1. All capable companies are encouraged to respond. The current primary NAICS code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). 4. SUBMITTAL INFORMATION: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response as detailed below. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements described above. Interested parties shall furnish the following minimum information: i. Company name and address ensure your company is registered in the System for Award Management (SAM) at www.sam.gov. ii. Company point of contact name, telephone number, and email address. iii. Evidence that you are a small business (if applicable): Small Business ensure you are listed as small business in SAM, reps and certifications. Provide the NAICS codes you are listed as a small business under. SDVOSB or VOSB (or in the process of certification) ensure you are certified in the veteran database at www.vetbiz.gov. Provide evidence of certification. iv. If your company holds a Federal Supply Schedule (FSS) Contract, list the Contract Number and SINs. v. Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described above. vi. Past Experience: Brief summary of the company history relative to similar requirements. Response may provide information on a maximum of three similar projects for which the responder was a prime or subcontractor.
