Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-75N95020Q00119 the solicitation is issued as a request for quotes. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; and FAR Part 12�Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute on Aging (NIA), intends to negotiate and award a firm fixed price purchase order without providing for full and open competition (including brand-name) to a company that is able to provide 10X Genomics brand Chromium Cell Kits with Accompanying Reagents. This acquisition is conducted as non-competitive for a commercial item or service and is pursuant to (FAR) 13.106-1(b)(1). The rationale for the brand name justification is that 10x Genomics is the manufacturer of Chromium Cell Kits with Accompanying Reagents. The essential characteristic of the Chromium cell kits with accompanying reagents that limit the availability to a brand name is the integration of the experimental data into ongoing research projects that have already obtained data from a collaborator�s 10X Genomics Chromium Controller. The material must be compatible in all aspects (form, fit, and function) with existing data. The current data has been obtained from a 10X Genomics Chromium Controller, and the new data must coordinate, connect, or interface with the existing data because the data is solely produced by 10X Genomics and the key components are patented and designed to operate as an integrated system. The solicitation document and incorporated provisions and clause are those in effect through Federal Acquisition Circular (FAC) Number 2020-06, with effective date May 6, 2020. The associated NAICS code is 334516 and the small business size standard is 1,000 employees. This requirement will be a Total Small Business Set-Aside. The purpose of this requirement is to provide NIA with Chromium Cell Kits and accompanying reagents for disease research for gene expression analysis Product requirements include: (1) Chromium Next GEM Single Cell ATAC Library & Gel Bead Kit v1.1, 16 rxns (Product code: 1000175) (1)�Chromium Next GEM Single Cell ATAC Library & Gel Bead Kit v1.1, 4 rxns (Product Code: 1000176) (1)�Chromium Next GEM Chip H Single Cell Kit, 48 rxns (Product Code: 100161) (1)�Shipping and Handling� Salient characteristics:� All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, all deliverables shall be marked with the contract number and Contractor name. The Contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. Vendor must be able to provide these specifications: Delivers paired full-length T-cell receptor alpha and beta chain sequences at the single cell level using universal and unbiased amplification strategies, thus avoiding amplification and detection bias associated with complex multiplex PCR while revealing deeper biological complexity of antigen specificity on a per-cell basis than single-chain (e.g. TCR?) methods. The incorporation of a unique molecular identifier (UMI) in the template switch oligo enables transcript quantification and further reduces systematic bias by controlling for non-biological SNVs or other variants introduced by PCR and sequencing error. � Enables the detection of germline and somatic variation across full-length antigen receptor V(D)J gene sequences. � Identifies both productive and non-productive recombination events as well as adaptive immune cells with more than one productive T-cell receptor alpha or beta chain. � Maps transcription start sites. The Government anticipates award of a firm fixed price purchase order for this acquisition, and the anticipated delivery date is 60 days after receipt of order (ARO). Delivery will be f.o.b. destination. The place of delivery and acceptance will be 35 Convent Drive, RM 1A-1010, Bethesda, MD, 20814.
