- Description
- The Defense Logistics Agency (DLA) - Energy - FESBB will be issuing a Request for Proposal RFP/Solicitation) for Contractor-Owned Contractor Operated (COCO) fuel storage services in the Republic of Korea.� Contracted facilities must be located south of Seoul from a line extending from Inchon, east to Gangneung and to the bottom of the Korean Peninsula. The requirement is for fuel storage facilities and services with the capability to receive, store, protect, maintain quality, inventory reporting and issuing U. S. Government owned petroleum products: Aviation Turbine Fuel, Military Grade JP-8 or commercial grade Jet A-1. Solicitation SPE603-20-R-0518 will be issued using best commercial practices and guidelines to meet the requirements of the Performance Work Statement (PWS). This requirement is to procure Contractor-Owned Contractor-Operated (COCO) fuel storage services with the capability to receive and issue bulk jet fuel by means of a primary and a secondary transportation mode. Acceptable modes are as follows; Marine Tanker/Barge, Tank Truck and/or Pipeline.� The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety and environmental protection of the COCO facility. Storage requirements include fill capacity for 350,000 barrels of Aviation Turbine Fuel (JP-8 or Jet A-1). A minimum of two tanks interconnected and isolated from other facilities and product handled within the tank farm is required. Jet A additive injection capability is required for shipping of product via all offered modes (Marine Tanker/Barge, tank truck, and/or pipeline) as grade JAA (Jet A with additives)/JP-8. The U.S. Government will be entitled to an estimated 550,000 barrels of total throughput for each twelve-month contract period. The Government anticipates awarding a firm fixed-price contract. The resultant contract will include a Five-year base period of performance scheduled from July 1, 2021 to June 30, 2026, with a five-year option (July 1, 2026 through June 30, 2031) in accordance with (IAW) FAR 52.217-9. Additionally, an option, not to exceed six months (July 1, 2031 through December 31, 2031) IAW FAR 52.217-8, will be included. This procurement will be solicited under full and open competition. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage). The solicitation will be posted on or after July 8, 2020 and the Request for Proposal (RFP) will close in approximately 45 plus days later. The solicitation will be published electronically on the Beta Sam Government website at https://beta.sam.gov. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF). This is not a RFP or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.��
