Description
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) needs support in the topping of approximately 83 river miles of Carrizo Cane to reduce the invasive species biomass, increase visibility of the Rio Grande River area for both Customs and Border Patrol and the Cattle Fever Tick Eradication Program (CFTEP), while reducing the habitat for cattle fever ticks by creating a less welcoming and habitable environment and promoting an increase in tick predator species. The contractor(s) will top off the Carrizo Cane stands to a height of approximately 3 feet in areas pre-selected by the USDA, at the behest of CBP, to clear areas that are mutually beneficial to the job performance of both agencies.� The Carrizo Cane should be cleanly cut at the 3 foot (1 meter ) height to stimulate and enhance the effect of the predatory insect species and encourage branching which will minimize the height for regrowth and give greater access to the control insects.� The tops, which still contain insect larvae, are to be left in place to encourage newly developed insects to further attack and degrade the carrizo cane stands.� Place of performance is sporadically along the approximately 600 mile Rio Grande River border between the United States and Mexico that is the Permanent Quarantine Zone (PQZ) from Brownsville, TX in the southeast, to Del Rio. TX in the northwest.� Thirteen (13) sites have been identified for topping and it is possible additional sites will be designated by the CFTEP in consultation with CBP. The place of performance will encompass approximately 83 river miles of Carrizo Can in thirteen specific areas of the PQZ. The intent is to award one or more 1-year IDIQ fixed price contract with the estimated total spend not to exceed $3,500,000 over the life of the contract.� This procurement is restricted to small businesses. The North American Industry Classification System (NAICS) code is 561730 with a small business size standard of $8 million.
