Description
FLC Norfolk Philadelphia Office intends to procure, on behalf of the Navy Bureau of Medicine and Surgery, continued support to host and maintain a web and phone-based Substance Abuse Rehabilitation Program (SARP) Aftercare Recovery Program to assist Sailors and Marines maintain sobriety and assist in their ongoing recovery support anywhere in the world. The intent of the program is to continue to provide critical continuity of care to service members in early recovery - anywhere in the world and at any time. To support this requirement, the intent is to procure the MORE (My Ongoing Recovery Experience) program, provided by the Hazelden-Betty Ford Foundation to assist substance abuse patients in recovery to integrate the essential changes that help to promote sustained sobriety and productivity in a cost efficient manner and at the individual�s pace of recovery. The MORE program supports patients from discharge through the first twelve to eighteen months of recovery. The Period of Performance will run from 20-August 2020 through 19-August-2021 with four (4) twelve-month option periods. This is a sole source action to be awarded to the Hazelden-Betty Ford Foundation. The Hazelden-Betty Ford Foundation is the only firm who can provide the required services for the acquisition. The statutory authority permitting other than full and open competition is 41 USC 1901(e)(2) - a sole source acquisition under the authority of the Special Rules for Commercial Items, as implemented by FAR 13.501(a). Solicitation number is N00189-19-Q-Z339. A sources sought was posted regarding this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. It is anticipated that a Firm Fixed Price (FFP) purchase order will be procured utilizing FAR Parts 12 and 13.5. The applicable NAICS and size standard are 624190 and $12M, respectively. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. Any responses to this synopsis should be sent to the attention Ronnie Allen and reference this notice.
