Description
Sole Source. The Mission and Installation Contracting Command (MICC), Yuma Proving Ground (YPG), Arizona, intends to award a firm-fixed (FFP) price contract on a sole source basis with Thermo Electron North America (N.A.), LLC located at 1400 Northpoint Parkway Suite 50 West Palm Beach, Fla. 33407-1976. This acquisition will be in accordance with the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i). The requirement is for a service contract for the preventive maintenance (PM) and repair of chemical analyzing equipment, manufactured by Thermo Electron N.A., LLC. The instruments to be serviced are of vital importance to the lab's mission. The iCAP 6500 ICP-OES is used to determine wear metals in the engine oil taken from test vehicles. It provides analytical support to the Yuma Test Center's (YTC) developmental test mission. If wear metal analysis requirements are not met, due to extended down-time, this would seriously degrade YTC's ability to support testing. The iCAP Qa ICPMS is used to provide analysis for depleted uranium (DU). This analysis is a requirement of the YPG ERM Program pursuant to YPG's NRC License to test DU munitions. If the ERM analysis requirements are not met, this would cause all testing of DU munitions to cease. This situation could also lead to a violation of our NRC License. Obviously, significant adverse financial and operational repercussions will result if the lab's capabilities are reduced because key instrumentation cannot be repaired properly. To accomplish our mission, the highest possible degree of operational readiness is required for these instruments. Lack of this repair service will jeopardize YPG's ability to meet the requirements of the developmental testing mission and the conditions of its NRC License. To avoid the adverse consequences, it is necessary to obtain timely and qualified repair service from an authorized source. The sole source for this kind of service is Thermo LLC. The North American Classification System (NAICS) code is 811219 with a size standard of $22M. Award for this requirement will be in accordance with the Federal Acquisition Regulation (FAR) Part 12 and 13. The resultant contract will contain an overall period of performance of a one-year base period with two, one-year option periods. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the government not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by 24 July 2020, 12:00pm Mountain Standard Time (MST). In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed item.
