Description
Under the authority of FAR 6.302-1, the U.S. Department of the Treasury, Bureau of the Fiscal Service (Fiscal Service) intends to make award on a sole source basis to the Washington Metropolitan Area Transit Authority (WMATA), 600 5th Street, NW, Washington, DC 20001 for �SmartBenefits� � Public Transportation Fare for use by Government employees in the Washington, DC metropolitan area.� WMATA has been identified as the only source capable of fully satisfying the requirements in accordance with Public Law 101-509 and Treasury Directive 74-10, which establish the Public Transportation Incentive (PTI) Program. Section 629 of Public Law 101-509 and Treasury Directive 74-10 establish a public transportation subsidy program for federal employees, to encourage the utilization of public transportation. In accordance with the Public Transportation Incentive Program, the purpose of this acquisition is to obtain/provide WMATA �SmartBenefits� � Public Transportation Fare for/to multiple agencies and/or bureaus, by establishing a strategic sourcing vehicle for utilization by all Fiscal Service Office of Shared Services (also referred to as ARC) customer agencies. WMATA was created by an interstate compact to plan, develop, build, finance, and operate a balanced regional transportation system in the national capital area.� Currently, WMATA�s Metrorail services 91 station and has 117 miles of track; and Metrobus services the greater-Washington, DC metropolitan area 24 hours per day, 7 days per week with approximately 1,500 buses.� WMATA�s Metrorail and Metrobus systems provide public transportation to the nation�s capital area within a 1,500 square mile jurisdiction.� WMATA is only partially financed by fares and advertising revenue; the significant shortfall in operating costs is funded by Maryland state, Fairfax county, and the local municipalities of the District of Columbia (DC), Arlington, Alexandria, Fairfax, and Falls Church. Fiscal Service has determined that there are no alternative providers of these services within the greater Washington, DC metropolitan area at this time. Fiscal Service will consider written responses received no later than 4:00pm ET Tuesday, July 16, 2020 to purchasing@fiscal.treasury.gov.� Responses shall reference �SS-ARC-20-082, ATTN: GF/AF� in the subject line.� Responses shall include sufficient evidence that clearly shows the qualified contractor is capable of providing the requested products and services.� If no written response is received that clearly demonstrates the qualified contractor�s ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, Fiscal Service will make award on a sole-source basis to WMATA. Qualified contractors shall provide the following information: 1.�� �Company name and location, contact information, and business size (large business, small business, small disadvantaged business, 8(a), service-disabled veteran-owned small business, HUBZone, etc.) based on NAICS Code 485111, size standard $15.0 million.� Qualified contractors shall insure that contact information includes the name, e-mail address, and telephone number of their points of contact should the Government have questions regarding individual responses. 2.�� �Whether the qualified contractor�s services are available through a Government contract vehicle or via open market. 3.�� �A brief capabilities statement, not to exceed 5 pages, that includes a description of your company's standard line of business and as a list of customers to which the qualified contractor provides the products and services described in this notice. 4.�� �DUNS number, if applicable. The following file extensions are not allowable for submitted documents, and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office-compatible documents are acceptable. No other information regarding this notice is available, and no solicitation is available.� A request for more information will NOT be considered an affirmative response to this special notice. Telephone responses or inquiries to this notice will NOT be accepted. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request which will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
