Description
The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Project Manager Combat Ammunition Systems (PM-CAS), is conducting a market survey to identify potential sources who are capable of producing and supplying an extended range 155mm XM1113 (Increment 1) and XM1113 (Increment 2) projectile to the Army for Fiscal Year (FY) 2022 thru FY26 production requirements as part of the Extended Range Cannon Artillery (ERCA) strategy to address the Army�s indirect-fire gaps. Increment 1 is the 155mm XM1113 Rocket-Assisted Projectile (RAP) program with a planned Full Materiel Release (FMR) in FY23. It is envisioned that the XM1113 (Increment 2) projectile will leverage many technologies and production resources from the Increment 1 projectile (XM1113) and has a planned Urgent Material Release (UMR) in FY23 and FMR in First Quarter, FY26 (1QFY26). The purpose of this market survey is to obtain information on potential sources to manufacture a United States Government (USG) Technical Data Package (TDP), for a five year production contract, with delivery starting in FY23. � The Government is requesting that potential sources provide a response that demonstrates their ability to manufacture and deliver an extended range 155mm XM1113 (Increment 1) and XM1113 (Increment 2) projectile based on USG Level III TDP. �However, if an interested source would prefer to produce either of the XM113 projectiles individually, please state so in your response. For example, contractors may provide a response for delivering the 155mm XM1113 (Increment 1) and XM1113 (Increment 2) projectiles; or only a response for delivering one of the projectiles (Increments). Interested sources must clearly indicate which projectiles (Increments) it is capable of producing and must provide rationale for its decision. The Government is seeking feedback from industry to determine an acquisition strategy that will be most beneficial to both parties. The 155mm XM1113 (Increment 1) RAP projectile is a 155mm Rocket Assisted, High Explosive (HE), projectile that consists of Rocket metal parts, Warhead metal parts, Rocket Grain (Cast Cure), Explosive fill (melt pour), supplementary charge (pressed), rotating band, obturator, meltable fuze plug, delay assembly, and pallet. The Load, Assemble, and Pack (LAP) of the 155mm XM1113 (Increment 1) projectile integrates all these components/sub-assemblies together, up thru palletization. �The 155mm XM1113 (Increment 1) projectile will have the ability to utilize the current Precision Guidance Kit (PGK) with software upgrades. The 155mm XM1113 (Increment 1) projectile will provide improved range over the existing M549/M549A1 HE Rocket-Assisted projectile providing a substantial increase in range while maintaining or improving lethality. The 155mm XM1113 (Increment 1) projectile will have the ability to engage targets out to 40km with existing 39 caliber systems (M109A6, M109A7, and M777A2). The 155mm XM1113 (Increment 1) projectile will also use advanced technologies in order to increase lethality and accuracy over current 155mm projectiles. The 155mm XM1113 (Increment 1) projectile may incorporate improved warhead technology and an electronic time rocket delay in order to more effectively defeat personnel and light armor target sets including radar, air defense, and artillery systems. The XM1113 (Increment 2) projectile is planned to leverage the Increment 1 design to the greatest extent possible, consisting of Rocket metal parts, Warhead metal parts, Rocket Grain (Cast Cure), Explosive fill (melt pour), supplementary charge (pressed), rotating band, obturator, meltable fuze plug, delay assembly, fuze/guidance section, packaging, and pallets. The LAP of the projectile integrates all these components/sub-assemblies together. Assembly and pack may include more complex materials/steps when compared to conventional 155mm projectiles, as fuze/guidance sections may be assembled and packed at the LAP facility to deliver an ""all up round"" (if necessary). The 155mm XM1113 (Increment 1) projectile will be compatible with legacy propellant systems, legacy fuzes and currently fielded 39-caliber weapon systems to achieve ranges of at least 40km and 36km with the PGK. The XM1113 (Increment 2) projectile will achieve ranges of at least 70km in future 58-caliber howitzer systems and future propellant systems utilizing the new Long Range (LR)-PGK. The following Government Furnished Materials (GFM) is planned to be provided under both Increment 1 and 2: Insensitive Munitions Explosives (IMX-104) HE fill, PBXN-9 Supplementary charges, metltable fuze plugs, and Fuze/Guidance Section (if applicable). The draft TDP for the 155mm XM1113 (Increment 1) projectile may be made available through the Procuring Contracting Officer (PCO) upon request, and after submission of a valid Military Critical Technical Data Agreement (DD2345), Technical Data Request Questionnaire (AMSTA-AR Form 1350), and signed Non-disclosure Agreement (NDA), per the Joint Program Executive Office (JPEO) Policy of TDPs. The TDP for the XM1113 (Increment 2) projectile is currently not available, but is estimated to be available in 4QFY21. To be considered a qualified source for this effort, all interested sources must submit the following information: 1. Provide the organization's name, address, technical point of contact, phone number, e-mail address, and business size; 2. A summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, potential partnering/teaming arrangements, capabilities; 3. Identification of a notional supply chain of components for the 155mm XM1113 (Increment 1) and/or XM1113 (Increment 2) projectile; 4. A description of the supply chains facilities/equipment, manufacturing processes, inspection capability, personnel, and Quality Management System certifications or standards used; 5. Manufacturing experience with LAP and delivery of 155mm projectiles or items of similar complexity; 6. A description of the company's and their supply chain�s existing production capacity, their projected monthly production and delivery capability, and their ability to meet the Government's maximum production rate of 1,000 units per month for a combination of both XM1113 Increment 1 and 2 projectiles. If bidding on the either of XM1113Increment 1 or 2 projectile individually, please provide evidence to meet the following Government�s maximum production rate of 7,000-10,000/year for 155mm XM1113 (Increment1) and 1,500/year for XM1113 (Increment 2) 7. Interested sources must clearly indicate which projectiles (Increments) it is capable of producing and must provide rationale for its decision All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM) in order to be eligible for award.� Technical data for all systems described above are marked Distribution D, �Distribution authorized to Department of Defense (DoD) and U.S. DoD contractors only. Other requests for this document shall be referred to (controlling DoD office).� ���� This market survey is for informational and planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Government.
