- SPECIAL REQUIREMENTS: Parking shall be within a five-minute walk of the vet center. Walk time will be calculated using Google maps (available at h ttps://www.google.com/maps/@), with the depart time set at 7:30 AM on a Tuesday. Parking spaces shall be a minimum of 9 feet wide by 18 feet long. Three of the 10 total parking spaces shall be handicap accessible parking spaces meeting the requirements of the Architectural Barriers Act Accessibility Standards (ABAAS), available at h ttp://www.access-board.gov/guidelines-and-standards/buildings-and-sites/about-the-aba- s tandards/aba-standards. The vet center prefers to have all 10 spaces located together. One space is reserved (24 hours) for the vet center government vehicle; three unreserved parking spaces accessed via transponder and are reserved for vet center staff; and six unreserved parking spots accessed via three hour validation passes which are issued to the vet center monthly. The entire parking area must be lit during hours of darkness. Lighting shall meet Illuminating Engineering Society of North America (IESNA) standards. Uncovered surface parking areas shall have at least 1 foot-candle overlapping throughout the lot. Garage parking shall have a minimum of 10 foot-candles. The intent is to provide adequate lighting to discourage crime. Snow and ice removal shall be included in the base rent. No more than 3 inches of snow shall be allowed to accumulate in the driving lanes or on pedestrian pathways at any point in time; this may require active snow removal during a snow event. Snow shall be cleared from the entire parking lot by 7:00 AM the day following a snow event, with the exception of any parking space still occupied by a vehicle after 6:00 PM the previous night. The parking area shall be regularly inspected for ice when necessitated by the weather conditions (for example, precipitation with temperatures hovering around 32 degrees Fahrenheit). All icy conditions (including pavement, sidewalks, steps, and handrails) found and/or reported shall be mitigated immediately. Space shall be maintained in a safe condition. This includes, but is not limited to: Space shall be free of potholes and of cracks/openings wider than one inch. Potholes, cracks, and openings that develop during the contract period shall be repaired within 30days. If appropriate repairs aren t able to be performed within 30 days due to weather conditions, the repairs shall be made as soon as weather conditions allow. Space shall be cleaned regularly, including removal of leaves and debris. Avoid locating wheel stops and curbs in pedestrian walkways whenever possible. If not possible, they must be marked in visible colors. All structures shall be maintained in good repair and good working order. For example, handrails shall be securely attached, doors shall open easily without sticking, no rust or flaking paint, etc. Grading and stormwater system shall be adequate to prevent pooling of water. The space shall meet the requirements of the Architectural Barriers Act Accessibility Standards (ABAAS), available at http://www.access-board.gov/guidelines-and-standards/buildings-and- s ites/about-the-aba-standards/aba-standards. While the space shall meet all applicable requirements, bidders will specifically need to address Section 302.3, Openings, and Section 303, Changes in Level, in their proposals. Invoices shall be submitted within 30 days of the period being invoiced. SUBMISSION REQUIREMENTS: Bidders shall submit a narrative addressing the following: Address of proposed location. Dimensions of the parking spaces being offered. Confirmation of the number of handicapped parking spaces being offered. Parking lighting levels measured in foot candles. Description of the specific location of the 10 parking spaces being offered. This may done through any combination of narrative description, photos, outline on a site plan, or a marked up satellite image (i.e. from Google maps or similar map programs). Maintenance plan. If the facility has formal maintenance procedures, these should be submitted. If not, provide a narrative description of the maintenance services included. Snow/ice removal plan. State whether snow/ice removal is performed by maintenance staff or is contracted. If snow/ice removal is performed by maintenance staff, provide the formal snow/ice removal procedures if they exist or a narrative if they do not. If snow/ice removal is contracted, provide the requirements that are included in the snow/ice removal contract. Condition of space. Provide photos that are representative of the overall condition of the parking lot. Confirm that the space meets ABAAS Section 302.3, Openings. Confirm that the space meets ABAAS Section 303, Changes in Level. If there are repairs planned for known deficiencies, briefly state the known deficiencies and the plan and timeline for correcting them. Whether or not there are any covered shuttle waiting areas (i.e. bus-stop-type shelters). Any security features offered that are above the requirements. Examples include emergency phones, security staff, and other staff on site.
