Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-20-127 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2020-06. The North American Industry Classification (NAICS) Code is 334519 with a size standard of 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis from Doric Lenses Inc., for the following new products/components: 1. The lab recently expanded this single channel - single mouse system with a second 5-port mini cube to be able to record from two mice at the time. All parts in our system are from Doric Lenses. The proposed equipment is an upgrade and extension of our current system that will allow us to record from four mice at the time, two channels as well as stimulation using optogenetics. Compatibility with our existing system is an important reason why we need to purchase this equipment from Doric Lenses Inc., the only vendor of 7-port mini cubes. The integration of this fiber photometry system with cognitive behaviors has already been accomplished by our collaborators who are successfully using Doric fiber photometry integrated with cognitive behavioral tasks. This 1-site Fiber Photometry System contains all the items necessary to do photometry measurements at two separate wavelengths, for instance fluorescence emitted by green fluorescent protein (GFP) - and red fluorescent protein (RFP)-based fluorophores, in freely moving animals. It measures both calcium-dependent as well as calcium-independent fluorescence (at 405 nm wavelength; also known as the isosbestic point) emitted by the genetically encoded calcium indicator GCaMP6. Importantly, the system is capable of spectrally separating green and red fluorophore emission. Doric Neuroscience Studio software which allows the user to control the hardware and acquire all the required data simultaneously is included. Doric Lenses is the sole manufacturer of the system and they do not have any authorized distributors of the system. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
