Description
NOTICE OF INTENET TO SOLE SOURCE This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT (as prescribed in FAR 6.302-1(a)(2).� This notice is for informational and planning purposes and does not constitute a solicitation. The Office of the Assistant Secretary for Preparedness and Response (ASPR), Division of Strategic National Stockpile (DSNS) intends to award a sole source firm fixed price contract to Outset Medical located at Outset Medical 1830 Bering Drive San Jose, CA 95112. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement.� The NAICS code for this procurement is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing.� The period of performance for this procurement is 24 months.� The Strategic National Stockpile (SNS) is a national repository of large quantities of medicines, vaccines, medical supplies, and medical equipment stored in strategic locations around the nation. The assets are designed to supplement state and local public health departments in the event of large-scale public health emergencies that cause local supplies to run out.� The objective is to address the needs of ASPR to support frail populations affected by natural and intentional disasters, and ensure that populations can be cared for in a manner that reduces the burden of transport, portable hemodialysis capabilities need to be incorporated into Federal Medical System and Disaster Medical Assistance Team caches.. The purpose of this contract is to procure current FDA-approved, commercial dialysis platforms that can create their own dialysate form potable sources, using standard 15A or 20A outlets to carry out hemodialysis treatments in temporary outpatient care facilities. ASPR is also seeking to procure a support cache of systems and materials, preventative maintenance support, and training for ASPR Teams to deliver hemodialysis care in temporary outpatient centers. The contractor shall provide the Lease of Fifty (50) Dialysis Systems new or refurbished equipment, fully operational, assembled, tested, and configured to include all associated cabling, plumbing and consumables for a period of 24 months. In addition, ship supplies to CONUS and OCONUS locations; provide 24 months of continued routine and field maintenance and support for hardware, software and related consumables at up to 10 locations; provide all required consumables to perform hemodialysis on all 50 deployed platforms, 7-days per week. Provide training for healthcare providers (inclusive of credentialed personnel and technicians) for operation and care of portable dialysis technologies. The Government intends to negotiate this requirement under the authority of FAR 6.302-1. It is the Government's belief that only one responsible source exists, and no other product or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responses must be received by June 19, 2020 at 2:00 PM Eastern Standard Time.
