- PRE-SOLICITATION ANNOUNCEMENT SEQUOIA & KINGS CANYON NATIONAL PARKS LEACH FIELD REPLACEMENT FOR BIG STUMP PICNIC AREA WASTEWATER SYSTEM RFQ No. 140P8620Q0040 The National Park Service (NPS), Sequoia & Kings Canyon National Parks (SEKI), has a requirement for the Leach Field Replacement for Big Stump Picnic Area Wastewater System. The Contractor shall provide all supervision, qualified personnel, labor, materials, equipment, all mobilization and demobilization, clean up. Project work includes, but not limited to: 1. The project is for demolition and abandonment of existing septic tanks and leach field. Installation of new leach field. Installation of new picnic amenities. Site work and revegetation. Project work includes: mobilization/demobilization; site clearing; excavation and demolition of existing drainage field; demolition and abandonment of lower septic tanks and pipes; hard rock excavation; 4� PVC sanitary pipe; 4� gravity cleanouts; 4� PVC ball valves; 2�x2� concrete distribution box; drainage field drain rock; geotextile fabric; 4� perforated PVC drainage field piping; revegetation and replace 5� wide concrete sidewalk. This construction has some project options which includes picnic tables, grills, utility tables, hot coal bins, and shelters. 2. The contractor shall follow the federal, state, and park on rules, regulations, and restrictions for use of site for the completion of this project. See Project Specification, Division 1 � General Requirements, Section 01 11 00 (Summary of Work), Part 1 � General, 1.4 Contractor Use of Site. At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent. The project range is estimated to be between $100,000 and $250,000. This requirement is TOTAL SMALL BUSINESS SET ASIDE. Offers are solicited only from Small Business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. The Government intends to award a single, firm fixed price contract. The government intends to make award to the responsible offeror whose proposal conforms to the Request for Quote (RFQ) and is most advantageous to the government, technical factors and cost or price considered. The North American Industry Classification System (NAICS) Code for this requirement is 237110, Water and Sewer Line and Related Structures Construction, with a corresponding Size Standard of $39.5 million in annual gross receipts for the past three years. The RFQ will be available on or around June 30, 2020 by electronic means only and can be downloaded along with all related attachments from either beta.SAM.gov (https://beta.sam.gov/) or FedConnect (http://www.fedconnect.net). The RFQ will close 30 days after the date of issuance. The Contractor is responsible for periodically checking these websites for any amendments that may be issued prior to the closing date of the RFQ. Site Work is anticipated to begin on or about September 01, 2020 and shall be completed not more than 12 months (an estimated for completion due to Winter weather and Park closure) after the notice to proceed is issued. Note: limited schedule for site visit will be held from July 13 to 17, 2020; between 10 AM and 3 PM (PT), as a result of the COVID-19 Pandemic. The RFQ will contain photos and maps of project locations (see attached project SPECIFICATIONS). SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors shall be required to have a DUNS number and an active registration in the System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete online Representations and Certifications at the SAM website.
