- Description
- The Space Development Agency (SDA) is responsible for orchestrating the DoD's future threat-driven space architecture and accelerating the development and fielding of new military space capabilities necessary to ensure our technological and military advantage in space for national defense. To achieve this mission, SDA will unify and integrate next-generation space capabilities to deliver the National Defense Space Architecture (NDSA), a resilient military sensing and data transport capability via a proliferated space architecture primarily in Low Earth Orbit (LEO). While the SDA�s Tranche 0 architecture has not been finalized and the trade space is still being evaluated, Mission Systems Engineering and Integration of the Transport and Tracking systems is required to deliver an integrated, interoperable Tranche 0 system-of-systems to include NRL-based ground systems and hardware/software-in-the-loop testbeds, culminating in a Capstone demonstration of early warfighter effectiveness and suitability in late FY2023. The scope of the Mission Systems Engineering and Integration effort is anticipated to include the following major lines of effort: Mission System Engineering - System engineering plan and processes � develop a SEMP and define the processes for management of requirements, document/data, configuration, ICDs, TPMs, risk, margin tracking, and technical reviews. - Schedule � maintain cognizance of all Tranche 0 activities for the purpose of developing coordinated schedules and identify, analyze, track, and report on giver/receiver relationships between all stakeholders - Requirements and Interfaces � integrate tracking, transport, and ground requirements and manage Tranche 0 system requirements; maintain bi-directional traceability between delivered products and identified requirements; develop and maintain a list of ICDs; support optical intersatellite links community of interest(OISL) ; develop OISL and networking ICDs; maintain configuration management on ICDs that cross between elements of Tranche 0; manage giver/receiver lists and schedules across Tranche 0 elements; advocate for C-T databases, etc. that enable providing operators a common look/feel - OPSCON � define the operational concept for Tranche 0, integrating outputs from each segment of Tranche 0; provide operational needs to NRL operators and support their development of the Mission Ops Plan, procedures, and contingencies - V&V � develop system verification approach; manage and track SV verification methods, plans, and products; organize cross-element verification, including interoperability, mission sims and compatibility testing, etc.; verify system requirements - Tests and Experiments � with the Warfighter chief, maintain the Capstone definition; lay out test and experiments plan leading up to Capstone, as well as possible continuing experimentation after its completion; maintain cognizance of T1 efforts and help T1 team track Tranche 0�s contributions to risk reduction for T1 - Space Vehicle System Integration - evaluate space vehicle prime contractor plans and schedules for disconnects between development efforts, develop closure plans, work with stakeholders to resolve issues, use integration forums to request Government decisions needed to close issues, and report on issue closure - Launch Integration Support - support to the launch systems integration contractor working to facilitate integration of the Space Vehicles and Launch Vehicles prior to launch Ground Systems - Ground Segment - Developing a ground-based networking and routing mission system for constellation operations, including Tracking and Transport space vehicles from up to six separate vendors - Execute processes defined in system-level SEMP for the ground segment - Develop ground segment architecture spanning constellation operations, mission-specific/TCPED, and archiving functions - Manage external ground segment interfaces; develop, maintain, and verify external interfaces; define and execute interface testing with external organizations - Develop ground segment requirements; define verification approach; develop ground segment element ICDs and manage them; flow verification requirements to elements; verify ground segment - Mission Operations (MO) Element - Elicit requirements from transport, tracking, custody, and navigation for TCPED algorithms to be hosted in Tranche 0 MO Element; design MO element; ensure software to interface with external organizations is developed; integrate cell�s algorithms; verify MO element - Developing a ground-based mission system to generate Link 16 and IBS message sets for evaluation of mission data distribution directly to warfighter systems - Constellation Operations Element - Providing support to Naval Research Laboratory to establish CONOPS, operations development, verification work, constellation management, including TT&C operations at the Blossom Point Tracking Facility Estimated Acquisition Timeline: Final RFP Release: EST�1 July 20 Proposals Due: EST 31 July 20 Contract Award: EST 30 Sep 20 The above acquisition timeline is for informational purposes only and subject to change.
