- Notice of Intent to Sole Source The Baltimore District of the U. S. Army Corps of Engineers, 2 Hopkins Plaza, Third Floor, Baltimore MD 21201, is issuing a notice of intent to sole source an award to Cambridge Shipyard Facility Inc., 101 Hayward Street, Cambridge, Maryland 21613 for repairs to the hull of the D/V Reynolds discovered during routine maintenance services.� �� Maintenance and Repair Service to the Debris Vessel Reynolds. The Government intends to negotiate solely with the Cambridge Shipyard Facility Inc.� Per FAR 6.302-1(a)(2) When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. �The Debris Vessel Reynolds was hauled to the Cambridge Shipyard Facility Inc. in Cambridge, MD to perform routine maintenance.� In the course of the contracted work, it was discovered that the boxes that house the keel coolers were heavily damaged by corrosion. While investigating the extent of the damage to the boxes, two holes were opened up in them. These boxes are below water line and the vessel cannot be put back into the water without affecting repairs outside of the scope of the original contract.� After finding this damage, a complete hull inspection of the vessel was completed. �Serious damage was discovered to the bottom of the vessel due to electrolytic action caused by stray current and identified approximately 300 square feet of bottom plating that needs to be replaced in order to make the vessel seaworthy. �The additional work to repair the vessel must to be completed by Cambridge Shipyard Facility Inc. at their location in Cambridge, MD to avoid the risk of moving the vessel until repairs have been completed.� The NAICS code for this acquisition is 336611, with a small business size standard of 1,250 employees.� All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� Determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. �No solicitation package will be issued. �This notice of intent is NOT a request for competitive quotations.� However, responses may be submitted to Vincent.j.gier@usace.army.mil �and responses received no later than 30 June 2020 at 2:00 PM shall be considered by the Agency.
