Description
NOTICE OF SOLE SOURCE INTENT THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES The Bureau of Reclamation, Hydropower Diagnostics and SCADA Group has a requirement for maintenance and support for TOP Server software. The services required include the data Logger modules and various suites/bundles, OPC clients, updates, and technical support services. Reclamation has found Software Toolbox, Inc. to be the only reasonable source able to successfully provide the services that will satisfy the agency's requirements based on its proprietary data rights. The resulting contract will be a performance-based, firm-fixed price, commercial service for a period of 12 months; plus 4 1-year option periods. Since Reclamation believes that only one responsible source can fully provide the services that will satisfy the agency's requirements, a Determination to Solicit From a Single Source is being prepared. The Government anticipates award on or around August 14, 2020; services to begin September 1, 2020. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contract Specialist. In order to allow for sufficient Government consideration and potential quote evaluations, vendors must submit their written Letter of Interest no later than June 26, 2020. Responses received after June 26, 2020, may not be considered by the Government. Responses to this notice must be emailed to Manda Somerville at asomerville@usbr.gov. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a ""small business"" or an ""other than small business"" under the North American Industry Classification System (NAICS) Code 511210. The applicable Small Business Size Standard is $41.5 million. A determination by the Government not to complete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any contractor interested in doing business with the Federal Government must register in the System for Award Management database prior to award of a contract or agreement. SAM is a Federal Government owned and operated FREE website at currently accessed through beta.sam.gov.
