- Description
- The USACE, Omaha District intends to negotiate and award a sole source contract in accordance with Federal Acquisition Regulations (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agecny Requirements.� The USACE, Omaha District intends to provide ""fair opportunity"" for a larger�(Public Law) PL�84-99 levee rehabilatiation project under an existing Rapid Disaster Infrastructure I (RDI�I) Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aisde Multiple Award Task Order Contract (MATOC).� The identified project in this notice is to complete a project in accordance with Section 1135 of the Water Infrastructure Act of 2018.� This 1135 project has the same staging area and overlays the same footprint as the PL 84-99 project so it is not feasible to have two separate contractors working in the same area.� And both projects are expected to be completed this construction season.� This 1135 project generally consists of:� 1) excavation and stockpiling topsioil for reuse and providing soil and clay materials for the PL 84-99 project; 2) excavating the channel bank and removing and disposing of the existing concrete pedestrian trail; 3) setting back the channel bank and re-building the concrete pedestrian trail; 4) removing and disposal of non-natice vegetation; 5) constructing in-stream features such as Newbury riffles, J-hook vanes, and boulder clusters and tieing in the featrues into the rehabiltated levee; 6) seeding and planting shrubs and plants; and 7) watering and fertilizing new plants and shrubs, as required.� The estimated cost of this project is $450-$550K.� THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and no solicitation will be issued; however, any System for Award Management (SAM) registered firm that it can meet the requirement may give a written notification to the Contracting Officer in the form of a capability statement, including an explanation how the contractor would be able to effectively and efficiently�operate in the same footprint as the RDI I contractor at the same time.� �Responses must be provided by 6/24/2020 2 pm local time.� A determination by the Government not to compete this procurement will be based on market research, including responses to this notice.� It is within the Government's sole discretion to decide whether the information received in response to this notice warrants development of an alternative approach or not.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� The USACE, Omaha District, will not reimburse any firm for developing a response to this notice.���The NAICS code is 237990 and the size standard is $36.5M
