- ***EDIT: 13 June 2020 REQUEST FOR INFORMATION ON COMMERCIAL INVOICING AND QUOTING PRACTICES*** Please see the attachment titled ""Additional info on price schedule"" with questions for industry on standards for invoicing and quotations.� Please respond by the date stated in this notice. ***EDIT: 12 June 2020 REQUEST FOR INFORMATION ON COMMERCIAL INVOICING AND QUOTING PRACTICES*** The U.S. Army Corps of Engineers is requesting information for commercial standards on invoicing procedures in the commercial market.� Please provide responses by the stated date if you are able to assist with this inquiry: 1. Is it customary to quote the set-up and teardown of rental equipment as a separately priced line item? 2. Is it customary to incorporate the costs of set-up/teardown of equipment into the line items of the rental equipment instead of having a separately price line item for set-up/teardown? 3. Would you be able to provide a sample quote and sample invoice to show commercial standards? Any insight to commercial practices is greatly appreciated.� ************************************************END************************************** ------------------------------------------------------------------------------------------------------------------------- The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide all labor, material, equipment, supplies, facilities, and services required to rent equipment that will be used to support work in and around a lock and dam structure and may be used in a lock that has been dewatered. The equipment will need to be equipped with engineered lifting points capable of supporting the fully assembled and fueled unit with a crane. The equipment shall be capable of operating on concrete or grass surfaces in winter conditions, including bitter cold, ice, and snow. All combustion engine powered equipment will need to be equipped with a cold starting package, including engine block heater and battery warmer and shall be able to start and operate at temperatures as low as -20 degrees F. The rental equipment being considred will needto be equal to the specified equipment in the table below, which primarily includes attributes such as reach capabilities, load capacities, physical weight and dimensions: Crane Broderson IC-250-3 industrial carry deck crane; 4x4; with all weather enclosed cab, door, and heat; with 2 and 4 part line blocks; with sufficient wire rope to lower lowest point of hook on 4 part line block at least 60' below grade with boom fully retracted and horizontal; with swing away jib Compact Track Loader with general purpose bucket Caterpillar 249D or equal; With general purpose bucket; With lifting points; Minimum operating capacity 2300 lb, 50% tipping load Hydronic Ground Heater & hose Wacker Neuson E1250P or Equal; Diesel; Minimum 140,000 btu/hr input; Minimum 1000' hose; with fork pockets; with lift points; Minimum run time at 100% 60 hours 60� Articulating Boom Aerial Work Platform JLG 600AJ or Equal; minimum platform height 60�, 4WD, diesel, maximum weight 28,000 lb, equipped for lifting by crane 80' Articulating Boom Aerial Work Platform JLG800AJ or Equal; minimum platform height 80', 4WD, diesel, maximum weight 36,500 lb, equipped for lifting by crane 4� Slurry Pump Eddy Pump HD4000 or equal; 6� suction, 200� head, 1200 gpm maximum flow. Capable of solids up to 3� and 40-70% solids in flow. Trailer mounted vacuum excavator Ditch Witch FX-65 or HX-75 or Equal; 150' 4"" hose in 25' and 50' lengths with quick disconnect fittings; 500 gallon minimum spoils tank capacity; 200 gallon minimum water tank capacity; diesel water heater; Reverse flow; Winterizing glycol injection package; Prospector digging lance; (2) 48"" extensions for digging lance; 4"" extendable 2 in 1 tool 60� Articulating Boom Aerial Work Platform JLG 600AJ or Equal; 4WD, diesel, maximum weight 28,000 lb, equipped for lifting by crane Other equipment may be required based upon the needs of the Government and the work being perfrmed. The U.S. Army Corps of Engineers Detroit District contemplating to solicit this requirement using simplified acquisition procedures as a commercial service. The Government will evaluate the potential offerors based on past performance, experience with similar work, proposed schedule, and price. The result of the market research will contribute to determining the method of procurement and feasible set-aside opportunities. This Sources Sought announcement is for planning and market research purposes only and is NOT a Request for Proposal (RFP), or Invitation for Bid (IFB). No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments. The contractor will provide the required equipment inbetween September 2020 and August 2021. The contract is expected to be solicited around June or July 2020. The responses received to this notice shall be in summary format and shall not exceed five (5) pages, including the Sources Sought Information Form. In order for the Government to determine the extent of industry interest and experience in the project, interested contractors shall complete the information attached to this sources sought. Respondents will not be contacted regarding their submission or information gathered as a result of the Sources Sought.
