Description
NASA/MSFC has a requirement for contract support to assist the NASA Technology Transfer Offices in marketing and commercialization of NASA�s technologies and software, technology portfolio management, in-reach/out-reach support, technology screenings and commercial technology assessments, intellectual property (IP) market strategies development and implementation, and other intellectual property support as needed to transfer NASA technologies to the commercial sector, academia and other government agencies.� The NASA Technology Transfer Offices seek to establish and implement license agreements to develop and transfer NASA-sponsored technologies and software from NASA into U.S. Industries, academia and state/federal agencies. These license agreements are intended to accelerate innovation, resulting in mature technology and technology alternatives for NASA missions and commercial ventures. NASA/MSFC intends to authorize an increase of the funding ceiling of the existing sole source contract to acquire the services under Indefinite Delivery Indefinite Quantity (IDIQ) Contract No. 80MSFC18D0007 with Acuity Edge, Inc., (AE), a certified HUBZone Small Business. There is no increase in period of performance for the contract. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 for acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12.��� Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jesica Henderson at Jesica.p.henderson@nasa.gov not later than 3:00 p.m. Central Standard Time on June 30, 2020.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
