- Department of Veterans Affairs Veterans Health Administration Office of Informatics and Analytics June 12, 2020 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Package # 42 Clever Systems Rat and Mouse Boxes RFI ECMS ACTION NUMBER 36E776-20-Q-0327 The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires: Clever Systems Inc. Conditioned Place Preference systems for Mice and Rats, TreadScan Software for gait analyse and TopScan Suite Software. The Program Contracting Activity Central (PCAC), National Activations Office (NAO) intends to issue a Brand Name Only solicitation for the above Clever System items. This procurement is being conducted in accordance with FAR 6.302-1(c), Only one responsible source and no other supplies or services will satisfy agency requirements and VA Acquisition Regulation 819.7007, Sole source awards to service-disabled veteran-owned small business concerns. The NAICS code for this procurement is 334516 and the Small Business Administration Size Standard is 1,000 employees. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quotation with manufacturer cut sheets, which may be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Specific equipment includes: Conditioned Place Preference System Complete CPP Box with Automated Door for Mouse Conditioned Place Preference System Complete CPP Box with Automated Door for Rat Treadscan Dual System for Mouse and Rat TreadScan Software for gait analysis TopScan Suite Software HR Real Time and High Throughput, Perpetual Education License Warranty Requirements 12 months. Features: Complete CPP Box with Automated Door for Mouse: Complete CPP Box with Automated Door for Mouse, including: 3-chamber CPP Box, 12.7 cm (D) x 22.9 cm (H) x 48.5 cm (W). The CPP unit is divided into 3 compartments, 48.5 cm (17.4 cm + 11.7 cm + 17.4 cm). Automated doors are located between each two compartments. The CPP box is made of plastic Deep extra tall Isolation box Isolation box is made of MDF and can reduce inside noises. Isolation box has venting hole and fan. It is installed at the top of the isolation box Two Board Cameras Two cameras (PCB23XXSL) will be secured in a transparent acrylic box (3inches by 2 inches by 2 inches). Each end chamber will have one camera placed on top of the chamber, mounted by a specially made camera mount. The mount was mad of both plastic and metal rods. Terminal The Terminal is a PCB that has connection terminals so that wires inside the isolation box are all connected to this terminal and go out through this terminal in an organized and neat way. Grid Floor and Connecting Device The floor is made of metal parallel rods and is connected to the Shocker via DB-9 cable Power Supply The Shocker is supported by a 110 v power supply The Camera is powered by a 12 power supply Multiplexer EverFocus 16 channel Control Box The Control Box is for Automatic Doors, Lights and Shocker Power Supply for IR Illumination IR Light Panel is powered by a 12 V Power Supply Multiplexer is placed on the top of the isolation box. IR light was powered by CSI-P-III power supply via Molex 3- prong cable. Terminal The Terminal is a PCB Terminal that has connection terminals so that wires inside the isolation box are all connected to this terminal and go out through this terminal in an organized and near way. Speaker, Sound Splitter/ Amplifier Six Channels. The Sound splitter/ amplifier is a stand-along amplifier and could be placed anywhere in or out of the isolation box. The speaker is connected to the amplifier by TRS cable. The CPP unit is divided into 3 compartments, (28 cm + 12 cm + 28 cm). Automated doors are located between each two compartments. The CPP box is made of plastic Deep extra tall Isolation box Isolation box is made of MDF and can reduce inside noises. Isolation box has venting hole and fan. The dimension is 43.2 w x 45.7 h x 43.2 d cm Automated Guillotine Door Plastic Plate 2.5 cm thick, 5 cm wide and 5.9 cm high in the arc shape Controlled by control unit Stimulus Lights Regular Lights with white cover.
