Description
Pre-Solicitation Notice Intent to Sole Source The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 2), Cheektowaga, New York intends to award a sole source contract to provide for the lease of bronchoscopes with a service agreement for the Syracuse VAMC, New York under a definitive contract agreement for a base period plus two (2) option periods. This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for notification. The Government intends to negotiate solely with Olympus America, Inc. The equipment lease shall include a service agreement to maintain the equipment in fully functional and operational condition according to manufacturer s standards. This requirement involves the trade-in and renewal of newer bronchoscopes. Description of Supplies/Services Required to Meet the Agency s Needs: The contractor shall provide the equivalent of the following Olympus America Inc. bronchoscope equipment models: (1) EU-ME2 ultrasound processor with MAJ-2056 cable (3) BF-UC180F EBUS bronchoscope (2) BF-1TH190 therapeutic bronchoscopes (1) BF-H190 standard adult bronchoscope (1) BF-P190 slim bronchoscope The VA has determined the scopes be leased in order to have the flexibility to trade them in at the end of the order performance period and lease the newest model(s) on the market at that time. Leasing newer-modeled bronchoscopes ensures that the standard of care is maintained consistently, efficiently and effectively managing lifecycle maintenance costs, and simplifying user training due to product familiarity. This lease arrangement minimizes patient risk in addition to maintaining the highest levels of scope availability and operational readiness. NAICS Code is 339112 (Surgical and Medical Instrument Manufacturing) with a Small Business Size Standard of 1000 Employees. The classification code is W065 Lease-Medical Equipment.
