- Notice of Intent to Award a Sole Source Contract� Bridge Contract� For� Office of Workers� Compensation Programs (OWCP) Information Technology Support (OITS) Services On behalf of the Office of Workers� Compensation Programs (OWCP), the Department of Labor (DOL) Office of Acquisition Services (OAS) intends to negotiate and award a sole source, Firm Fixed Price (FFP), Bridge Contract to InuTeq, LLC, 7000 Muirkirk Meadows Drive, Suite 100, Beltsville, MD� 20705-6351, under the authority of FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.��The contract period shall be from June 21, 2020 through December 20, 2021 including all Option Periods.� Awarding a contract to another source would result in unacceptable delays / gaps in service during the time required to issue a new competitive contract. �It is the Government�s intent to compete and award a new contract within the eighteen (18) month period of performance.� The North American Industry Classification System (NAICS) code for this requirement is 541512 with the Size Standard of $27.5 Million. The Department of Labor is procuring Office of Workers� Compensation Programs Information Technology Support (OITS) services to support the following Divisions within OWCP:� 1) the Division of Federal Employees' Compensation (DFEC); 2) the Division of Longshore and Harbor Workers' Compensation (DLHWC); 3) the Division of Energy Employees Occupational Illness Compensation Program (DEEOIC); 4) the Division of Coal Mine Workers' Compensation (DCMWC); and 5) the Division of Administration & Operation�s (DAO) Branch of Technology Standards (BTS).� OWCP requires IT support services for all of OWCP�s program-specific case management systems.� Required services include, but are not limited to imaging and interactive web program management, operational, development, metrics and reporting, and training support for OWCP programs. THIS NOTICE IS NOT A FORMAL SOLICITATION.� THIS NOTICE IS NOT CONSIDERED A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION DOCUMENT IS AVAILABLE AND TELEPHONE REQUESTS WILL NOT BE HONORED. No contract will be awarded on the basis of information received in response to this notice. �Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. �If no affirmative written response is received, the contract will be awarded without further notice. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information related to the potential availability of other sources that can fulfill this requirement must be received by the Contracting Officer listed below via electronic mail at johnson.james.m@dol.gov no later than 9:00 AM Eastern Standard Time on June 16, 2020.
