- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY � This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The U.S. Army Contracting Command-New Jersey (ACC-NJ) located at Fort Dix, NJ is surveying the market for potential contractors capable of providing Alternate Light Sources (ALS) at specific band widths in order to properly locate and identify fragile evidence at violent crime scenes.� The ALS kits must have�portability along with specificity of wavelength of light with minimal leakage, and brightness of light in order to identify the maximum number of evidentiary items of evidence.� The light source must be sufficiently portable to be transported to and used at a wide variety of scenes. The requirement is for six individual light sources that are specific to a particular wavelength of light for forensic use, peaking at 365 nm, 410 nm, 445, 480 nm, 530 nm, and 860 nm with no more than 10% bandwidth leakage. There is also a requirement for goggles that correspond to the various wavelengths that are similarly specific to the wavelengths required for forensic use. In addition to specificity we require a brightness that allows for searching a large area with minimal exposure to biohazards commonly found at a scene and with minimal disruption of the scene while the search is performed. Portability for ease of use at the scene is critical, along with extended battery life for more complex scenes.� Batteries must be rechargeable and durable so that they maintain the light intensity while the battery is at low power. Specifications of each ALS kit are found in the attached Draft Statement of Work (SOW). �Please see attached Draft SOW for specifications and descriptions.
