Description
DEPARTMENT OF VETERANS AFFAIRS (VA) COMPETITION FOR LEASE LOCATION The VA is conducting market research/seeking capable sources from bondable and experienced firms that are classified and registered in www.vip.vetbiz.gov as either Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB). The NAICS Code is 531120 Lessors of Nonresidential Buildings, and the small business size standard is $30 million. Responses to this notice will assist the VA in determining if the acquisition should be set-aside for competition restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. Although this notice focuses on SDVOSB and VOSB, we encourage ALL small businesses and other interested parties to respond for market research purposes. The VA currently occupies 3,446 rentable square feet (RSF) of space at 1701 Trinity St. Austin, TX 78712. In making this determination, the VA will consider, among other things, the availability of alternate space that potentially can satisfy the VA s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. The space must be on no more than one floor, and contiguous, provide no less than 2,552 net usable sq. feet of space. On-site parking for 20 vehicles is required at no cost. A fully serviced lease for up to 10 years with the government having 90-day termination rights will be considered after 5 years. Occupancy required by FY 20. For space to be eligible all the following criteria must be met; The space to be leased is temporary. The lease term will not exceed July 31, 2030. No options, additional soft term, or future extensions will be given. The space to be leased shall not exceed 3,500 Rentable Square Feet. The average annual rent, excluding operating costs, must not exceed $250,000. Government will have a 90-day termination clause with written notice. The space to be leased will require no more than light renovation or bare minimum tenant improvement, preferably limited to light architectural finishes such as painting, and security enhancements. Further clarification is being developed to say - bare Minimum Tenant Improvements (TIs) - for As Built Clinic Leases are those cosmetic repairs and refreshes of finishes to bring the facility to a maintained as designed condition. All repairs and refreshes must be completed by acceptance of premise. No structural changes are to be planned or allowed. The space to be leased is a commercial facility that is ready for occupancy as-is , i.e. no post-award alterations will be made. There will be no post-award alterations of leased space approved for these clinics. Property use will be clinical; exam rooms, check-in area and applicable existing plumbing as industry standards dictate for clinical space. Offerors must be prepared to provide evidence that properties are outside the 100-year flood plain. Occupancy required on or around 01 August 2020. Location Austin Texas: Delineated area street boundaries are: North: 38th Street East: Interstate 35 South: West Cesar Chavez West: US 1 MoPac Expressway Net usable square feet do not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code. Space to provide the following: Office Space: Three private lockable office spaces for principal investigators a study area equipped with desks for research staff and trainees Wet lab space with research area: Five benches (double sided) equipped with electrical outlets and shelving Tissue culture Rooms: Two tissue culture rooms equipped with electrical, vacuum and carbon dioxide connections Equipment rooms: Two equipment rooms to house confocal microscope, fluorescent FRET microscope, metabolic analyzer, histology tissue processor, paraffin embedding system, cryostat and microtome. These rooms need to be equipped with electrical, vacuum and mini-fume hood evacuation. Fume hood: Two shared fume hoods for carrying out experiments that require manipulation of flammable or toxic chemicals or biological agents. Access to steam sterilizer: A steam sterilizer that can be used to sterilize solutions and instruments used for experiments. Access to walk-in cold room: A walk-in cold room is required for the use of equipment that cannot be accommodated in a standard sized 4oC biological refrigerator. Water purification system: Access to ultra-pure water (18 megaohm) within the leased wet lab area. Appropriate lab safety equipment: Safety equipment that meets or exceeds VA codes and regulations for personnel safety, including eyewashes at sinks, fire extinguishers, sprinkler system, negative pressure for biohazard rooms, and chemical storage areas. Janitorial services: For leased office and laboratory areas. Lighting: Adequate lighting for conducting office and laboratory work. Restrooms: Toilets available on the same floor as the research and office spaces. turn-key wet laboratory space and ALAAC (The Association for Assessment and Accreditation of Laboratory Animal Care International) accredited vivarium Housekeeping closets Break area Storage/filing cabinets area Vivarium: Access to a vivarium that is available within the same building as the leased space. Rooms for animal surgery, necropsy, breeding colonies, and animal quarantine are housed within the vivarium. By VHA/ORD requirements, the vivarium must be AAALAC accredited. All countertops are chemical resistant and the research area is under negative pressure. The Government is limited by law (40 USC 278a) to pay no more than the appraised fair rental value for space.
