Statement of Work VISN 15 Veteran s Hospitals Hospital Bed / Mattress Rental Requirements Overview The Department of Veterans Affairs (VA), VISN 15 VA Hospital Medical Centers (VAMCs), has a requirement for the rental of inpatient beds, mattress, and accessories (See List Below) The requirement will included all inpatient requirements of the facility along with; Spinal Cord Injury Units, and Community Living Centers located at the facilities only. Under the contract the contractor shall provide delivery, set-up, maintenance/service/repair, and pick-up of all items . Key Operator Training will also be needed for all rental items. St. Trafficway, Leavenworth KS 66048 DESCRIPTION OF NEED: HOSPITAL / SPECIALTY RENTAL BEDS Standard Bed/Unit Rental per day Bariatric Size Bed/Unit Rental per day Bariatric Size Bed/Unit for Intensive Care Unit Rental per day Critical Care Bed for Intensive Care Unit Rental per day Air Fluidized Therapy Bed Rental per day Low Air Loss/Therapy Surface Rental per day Foam Type Pressure Redistributing Surface/Mattress Rental per day Fluid Immersion Simulation Therapy Mattress (100% overlay) for the SICU Rental per day Low Bed Rental per day For all rental beds: Must have solid frame (no springs) Must be labeled with maximum weight capacity Must be labeled with service contact number and information and be available for technological support 24 hours a day, 7 days a week. Education to staff on proper bed controls, operation and safety measure upon delivery Reference or operators manual to be included in bed delivery Must be able to process orders and deliver beds 24 hours a day 7 days a week. Must be able to deliver within 4 hours and remove items within 24 hours of receipt of order or call for pick-up. Must be inspected for possible entrapment areas, Regardless of mattress width, length, and/or depth, alignment of the bed frame, bed side rail, and mattress should leave no gap wide enough to entrap a patient's head or body. (FDA recommendation) Must have a ground clearance of no less than 6 inches from frame to floor at the lowest height Standard Bed/Unit: Must include the following: Be completely electric and adjustable. Powered height adjustable to accommodate safe patient handling Bed head /foot boards that are removable. May include accessories that attach to the bed, i.e. side railing, hand controls, grab bars to assist patients getting in and out of bed. Have foot board extenders Have side rail extender and padding Must have Trendelenburg and Reverse Trendelenburg positions A pressure redistribution-type surface for protection of skin and prevention of wounds. Be able to properly accommodate a low air loss surface. Optional foam, low air loss or standard mattress surfaces. Surface must fit bed frames with no gaps wide enough to entrap a patient s head or body. (FDA recommendation) Be able to protect and decrease pressure, shear, friction and control moisture. Retractable foot mechanism to assist with length adjustment according to the patient s height. Include a built-in scale and bed exit alarm Optional over-head trapeze unit Interface with current call light and TV system Have an adjustable head rest Be able to accommodate a patient s weight up to 500 pounds. Must have at a minimum, a central wheel locking system that can be converted from free movement to steering mode Power Drive System-optional Have at a minimum, safety features that alarms to power failures. Main power shut off switch in the event of an emergency. Additional power outlet near foot of bed Height requirement- Floor to Deck: low position-no less than 15 ; high position-no less than 32 Width requirement Overall: up to 40 inches (adjustable width is a desirable feature) Length requirement Overall: Up to 100 inches Bariatric Size Bed/Unit: Each Bed/Unit must: Be completely electric and adjustable Power Drive system- Required Include a built-in scale and bed exit alarm Optional over-head trapeze unit Interface with current call light and TV system Have an adjustable head rest Have a removable headboard Must have Trendelenburg and Reverse Trendelenburg positions Powered height adjustable to accommodate safe patient handling Be able to properly accommodate a low air loss surface. Optional foam, low air loss or standard mattress surfaces. Surface must fit bed frames with no gaps wide enough to entrap a patient s head or body. (FDA recommendation) Be capable of supporting a patient with a weight up to 1,000 pounds. Have a pressure redistribution-type surface/system to help turn the patient Be able to protect and decrease pressure, shear, friction and control moisture Have a retractable foot mechanism to assist with length adjustment Have at a minimum, safety features that alarms to power failures A main power shut off switch in the event of an emergency. Have powered turn assist capabilities Full chair and chair egress with stand assist Safety stop and alarms for therapy modes when side rails are down Critical Care Bed for the Intensive Care Unit (ICU): Each bed/unit must: In addition to all requirements for Standard Hospital bed, must have Have a percussion and vibration functionality, including postural settings options Have continuous lateral rotation therapy functionality for pulmonary toileting. Have powered turn assist capabilities Full chair and chair egress with stand assist Capability to house adjustable type IV poles that will support IV pumps and bags Safety stop and alarms for therapy modes when side rails are down Power Drive system- Required Bilateral restraint bars to anchor restraints Air-fluidized Therapy Bed: The beds/units must: Prevent/treat Stage II, and complicated Stage III/IV pressure ulcers, post-operative flaps, grafts and burns Microclimate Management Must have Air fluidization with heated beads Accommodate patients up to 200-350. Adjustable bead temperature On/Off control for fluidization Patient Lock Out control Side rails (full length or quad rails) Adjustable head bead firmness (optional) Length requirements: overall 87-93 inches Width requirements: 35- 43 inches Optional items below depending on patient specific use Overhead trapeze (optional) Have a Hi/Low adjustment for Safe Patient Handling, patient positioning and egress easier (optional) Electric control to raise/ lower head of bed (optional) Height Requirements: Ground Clearance at least 6 inches Low Air Loss /Therapy Surface (100% overlay): The surface/mattresses should be of a foam type or air type, static mattress. Foam base must be at least 2.5 inches thick, low air loss at least 10 inches thick Surface must fit existing bed frames with no gaps wide enough to entrap a patient s head or body. (FDA recommendation) Surface must be able to be placed directly on a hospital bed frame and accommodate electrical functions of the beds (i.e. elevation of head or foot of bed) The surface/mattress must be able to prevent/treat Stage I, II, and uncomplicated Stage III/IV pressure ulcers. The surface/mattress must be capable of providing alternating pressures All surfaces/mattresses must attend to microclimate management Turn assist-type element Bed exit alarm Width requirement up to 36 inches (bariatric up to 48 inches) Length requirement up to 85 inches Weight requirements- up to 500# (bariatric up to 1000#) Foam Type surface/mattress: the surface/mattress must: Foam base must be at least 6 inches. Width requirement minimum 35 inches (standard); minimum 36 inches (bariatric) Length requirement up to 76 inches (standard); up to 84 inches (bariatric) Weight requirement minimum of 500 lbs (standard bed); minimum 1000 lbs (bariatric) Fluid Immersion Simulation Therapy Mattress (100% overlay) for the SCIU: The surface/mattress must: Accommodate bariatric patients (up to 1000lbs) and standard patients (up to 500lbs) Be able to accommodate existing bed frames in the medical centers and accommodate electrical functions of the beds (i.e. elevation of head or foot of bed) Support bariatric patients with advance stage wounds, multiple pressure ulcers, flaps, skin grafts, and burns.
