Description
In accordance with DFARS 205.205-71 and PGI 206.302-1(d) the Army Contracting Command � Rock Island (ACC-RI) is issuing the subject sources sought to seek sources capable of providing support in configuration design, operation, programmatic support, and maintenance of the Army Training Requirements and Resources System (ATRRS) in support of the Chief Information Officer / G6 (CIO/G6).� ATRRS is an automated personnel database utilized during peacetime and mobilization, which serves as the Army's official system of record for personnel input to training and training completion and provides real-time access of individual institutional training information to levels of command located throughout the U.S. and overseas. ATRRS supports total force readiness, manning, and training throughput management including: centralization of training requirements; accessions required to meet statutory end strength; management of trainees through the training base from accessions to first unit of assignment; building and sustaining operational unit and personnel readiness; individual institutional training (i.e. initial military training, professional military education, and functional); and evaluation of training program execution. ATRRS is a critical Mission Assurance Category II enduring system under the Business Mission Area Human Resource Management Domain, operating on the Joint Service Provider Pentagon mainframe and supported as a Category system in the Pentagon data center. ATRRS demands 24 hours a day, 7 days a week immediate response support for satisfactory operation. The ATRRS Core Application has over 30,000 individual users world-wide with an estimated concurrent load of 1,500 users. In addition, the ATRRS Application Suite currently supports over 1,000,000 daily page views. ACC-RI�intends to award a firm fixed price contract to ASM Research, LLC utilizing the authority at FAR 6.302-1(a)(2)(iii)(B) For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency�s requirements.� The anticipated award date is on or before 12 February 2021.������������ Interested parties should identify themselves in writing with a capability statement to Contract Specialist, Irene Kremer-Palmer at irene.m.kremer-palmer.civ@mail.mil.� Capabiity statements shall include:� company name, point of contact, address, telephone, website and email addresses, DUNS number, CADE Code, Tax ID number, size category and socioeconiomic status, contract vehicles, brief description of company and its capability to perform the ATRRS services requirements in accordance with the draft Performance Work Statement (PWS), and brief descriptions of recent and relevant projects for services similar to those in the draft PWS.� Interested parties may also contact the Procuring Contracting Officer (PCO) Michelle Breitbach at michelle.e.breitbach.civ@mail.mil for this Sources Sought Announcement. Interested parties are cautioned that this Sources Sought is for information and planning purposes only, and does not constitute a Request for Proposal (RFP) / Request for Quote (RFQ). The Government will not be responsible for any costs incurred by interested parties in responding to the Sources Sought. The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought. Responses to this notice are due by 1000 CT,�26 JUN 2020.
