- The United States Air Force intends to issue solicitation FA5575-20-B-0002 to solicit proposals for a Firm-Fixed Price contract to Repair and improve common use recreational areas of the MFH Neighborhood, including cover from inclement weather over playgrounds IAW� with currents playground safety recommendations, landscaping, sidewalks and required repairs to existing systems at Mor�n AB, Spain. The magnitude of construction for this project is estimated to be between $1,000,000 and $5,000,000 U.S. Dollars. The period of performance for this project is estimated at 365 calendar days. A solicitation package will be available on the beta.sam website at https://beta.sam.gov/ on or after 20 June 2020. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) "" Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements"". NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. The work includes, but is not limited to the following activities, which include the tests to be performed by an independent laboratory for the quality control. Below are arranged the BASE BID and also 3 ADDITIONAL ITEMS that compose the complete design. BASE BID Civil Works a. Regrade current open areas to provide an adequate drainage and avoid ponding water. b. Restore grates of drainage pipes and provide inlet, curbs and grates as needed. c. Construct new sidewalks as required and repair/replace damaged section of existing sidewalks. d. Felling, limbing and cutting the designated trees into section, remove the stump and restore the top soil as needed. e. Plant new trees and bushes in the marked areas. f. Restore the top soil and vegetal cover of the areas affected by the works. g. Provide watering and rooting plan for new trees, bushes and vegetal covering. h. Treat and deliver the waste material from construction and landscaping works to the appropriate dump. Architectural Works a. Install new sunshade textile structure above the western tot lot playground. b. Repair/restore playground rubberized surfaces as needed. c. Repair the multipurpose court surfaces as needed. d. Replace the athletic court surface. e. Provide minor repair and finishes to the masonry gazebo, barbeque and other street furniture. Electrical Works a. Provide light fixture type bollards for new pedestrian path b. Install underground electrical line, manholes and panel for new light fixture. c. Connect the incoming power line from transformer to lighting panel. d. Repair electrical panel of the gazebo lighting. Mechanical Works a. Restore the irrigation system pipes, valves, manhole, program timer and sprinklers to cover the green areas and multipurpose court surface as needed. Miscellaneous a. Testing and Commissioning. b. Final cleaning. c. Delivery of As-built drawings. d. Delivery of Spatial Data. ADDITIONAL ITEM 1: NEW TEXTILE SUNSHADE ON SOUTH PLAYGROUND Architectural works a. Demolish existing sunshade structure b. Provide a new textile sunshade structure above south playground ADDITIONAL ITEM 2: NON POTABLE WATER CONNECTION FOR HOUSES IRRIGATION Mechanical Works a. Extend non potable piping to the extent marked in project drawings. b. Provide non potable connection to each house c. Provide new hose bibbs and HCVB for private irrigation of the houses. ADDITIONAL ITEM 3: WORKS ON EAST OPEN AREA Civil Works a. Regrade current open areas to provide an adequate drainage and avoid ponding water. b. Restore grates of drainage pipes and provide inlet, curbs and grates as needed. c. Construct new sidewalks as required and repair/replace damaged section of existing sidewalks. d. The certification requirements are as follows: CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the ""Registro Oficial de Licitadores y Empresas Clasificadas del Estado"", covering the following groups, subgroups, and categories. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE BID ACCEPTANCE PERIOD SHOULD BE VALID THROUGH 28 January 2021. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION.
