Description
The United States Department of Agriculture (USDA) � Natural Resources Conservation Services (NRCS) is seeking to conduct a Feierabend Forest Management Project near Baxter, MN.��� ���� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and incorporated provisions and clauses in effect through Federal Acquisition Circular FAC 2020-06, 05-06-2020 which can be found at http://www.acquisition.gov/far/index.html.� This solicitation document is supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This procurement is a 100% TOTAL SMALL BUSINESS SET-ASIDE ACQUISITION and is issued as a Request for Quote under Solicitation Number 12FPC320Q0034.� The small business size standard is based on the North American Industry Classification System (NAICS) Code 115112 Soil Preparation, Planting, and Cultivating with a size standard of $8 million average annual income. PROJECT DESCRIPTION. �The Feierabend Forest Improvement Project site (a little more than 429 acres) is approximately 1.0 mile south of Baxter, Minnesota and consists of 1 parcel located in the section 15/22, Crow Wing Township.� The work will consist of site preparation, site clearing (removing trees from a wind-blown area), installing a forest trail and landing, seeding disturbed trail areas, and planting trees in Crow Wing Township, in Crow Wing County, Minnesota, in accordance with the Statement of Work (Attachment 1), Implementation Plan (Attachment 4) and Standards/Specifications (Attachment 5). SITE VISIT:�� A site visit has been scheduled to answer questions regarding the SOW, Specifications, and/or clarification of the requirements or solicitation documents.� Attendance is not mandatory but strongly encouraged.� Interested parties are urged to notify the point of contact (POC) of plans to attend no later than 4pm CDT on 16 June 2020.� Although questions during site visits are permissible, statements or representations made during site visits are not legally binding.� Changes resulting from site visits are official only if issued through an Amendment to the Solicitation.� Please note that the government is neither responsible nor obligated to provide compensation/offer repayment for any travel costs associated with site visit attendance.� Site Visit Date: 17 June 20, at 9:00am CDT Site Visit location coordinates:� 46.2912570, -94.2515883 POC: Daniel Jarosz, Daniel.jarosz@usda.gov, (320) 235-3540 x104 Administrative POC: Vickie Grant, Vickie.grant@usda.gov, (919) 873-2115 Suggested Needs: To navigate the terrain, interested parties are encouraged to bring an ATV or other off-road vehicle. Bring water for visit as there are no facilities available. Wear protectant and appropriate clothing for canvasing forestry in close proximity to water Photos will be allowed. In conformance with the CDC, state, and local recommendations regarding COVID-19, attendees are encouraged to wear a mask and practice social distancing. PROJECT DURATION. The period of performance will commence on award and may continue through 5/30/2021. Delivery and acceptance will occur at the place(s) of performance. Workdays: All work shall be completed Monday through Friday with 10 hours per day allowed for performance. No payment for overtime is authorized. No work shall take place on weekends unless a written request is submitted to the Contracting Officer (CO) at least five days in advance and approved by the CO. Requests may be submitted by email. SUMMARY. Contractor shall furnish all supervision, labor, materials, tools, equipment, storage, transportation, supplies and travel necessary to provide the required services of this conservation in accordance with the Statement of work (Attachment 1), NRCS Standards & Specifications, terms and conditions of contract, and other attachments as provided. WORK TO BE PERFORMED BY PRIME CONTRACTOR. The contractor shall perform, with its own organization, work equivalent to at least 50 Percent of the value for the work of the contract. ADDITIONAL INSTRUCTIONS - PREPARATION OF QUOTES In order to receive complete consideration for award of a contract, prospective Quoters are requested to submit quotes consisting of the following: SF1449 with any amendments issued Attachment 2, Pricing and Certifications Attachment 3, Acknowledgment of Section 1619 Compliance Evidence of SAM in Active Status List of previous work similar in nature, POC name, phone, email Failure to provide any of the documents required above will result in a non-responsive quote.
