- THIS IS NOT A REQUEST FOR PROPOSALS (RFP).� THIS IS A PRE-SOLICITATION ANNOUNCEMENT ONLY.� A REQUEST FOR PROPOSALS WILL BE ISSUED VIA beta.sam.gov ON OR ABOUT June 26, 2020. The National Institutes of Health (NIH), Office of Extramural Research (OER) is planning to issue an RFP for a contract for the Needs Assessment Program for the HHS/NIH SBIR and STTR Awardees. This will be a Small Business Set Aside under NAICS Code 541611.� This acquisition is for summarized analyses of ten (10) commercialization areas from a life science industry perspective: Target market attractiveness (need/size) Technology/solution�s ability to address market need Regulatory path Business model profitability Competition and Intellectual Property Sales and marketing strategy Management team Strategic partners Funding status/ Financial plan Potential Exit Plan The Needs Assessment Reports include analysis of the current state of the company and the life science product, identification of strengths and weaknesses for each of the commercialization areas (a-j) listed above, summary of the areas of highest priority that should be addressed by the company, and identification of appropriate resources and contacts for each of the commercialization areas (a-j) listed above that awardees can use to enhance the development of their life science product or service. The RFP will be made available electronically via the beta.sam.gov website. Offerors are responsible for routinely checking the beta.sam.gov website for any possible solicitation amendments that may be issued. This notice does not commit the Government to award a contract.� No collect calls will be accepted.��No facsimile transmissions will be accepted. It is the Offerors responsibility to monitor beta.sam.gov �for the release of the solicitation and any amendments.
