Description
Synopsis- Notice of Intent to Sole Source The Baltimore District of the U. S. Army Corps of Engineers, 2 Hopkins Plaza, Third Floor, Baltimore MD 21201, is issuing a notice of intent to sole source an award to Diversified Settlement Services, 1206 Veteran Hwy, Bristol, PA 19007 for Title Services for the Chem-Fab EPA Superfund Project, Doylestown, Bucks County, PA. The work to be done under these specifications consists of furnishing and delivering Owner's Guarantee (Insurance) Policies or Certificates of Title and Continuations thereof in the form of preliminary, interim or final policies, certificates of title, interim binders, or endorsements, as appropriate, and Closing Services � The Government intends to negotiate solely with Diversified Settlement Services. Per FAR 8.405-6 (a)(1)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized, as no other source of supplies/service will satisfy agency requirements. By continuing with a contract with Diversified Settlement Services, the Government will be able to utilize the existing title commitments at a cost savings for the Chem Fab EPA Superfund Project. Because Diversified completed the preliminary commitments, they will be able to issue title insurance policies based upon the existing title research that was previously completed. Delays in receiving the preliminary title would cause project acquisition interruptions/pauses and, therefore, cost the Government additional time and money. It is in the best interest of the Government and cost efficient to have Diversified Settlement Services perform this additional title work. ��� The NAICS code for this acquisition is 541191, with a small business size standard of $12,000,000.� All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.� �Determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations.� However, responses may be submitted to Vincent Gier through vincent.j.gier@usace.army.mil and responses received no later than Friday, 26 June 2020 at 2:00PM shall be considered by the Agency.
