Description
Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to issue a�solicitation for services in accordance with FAR Part 12 � Acquisition of Commercial�Items under North American Classification System (NAICS) code 611512 Flight�Training. The action will utilize FAR subpart 12.603 Streamlined solicitation for�commercial items. This procurement is not being solicited as a small business setaside.�The combined synopsis and solicitation is for a commercial, Firm-Fixed-Price (FFP) indefinite�delivery/indefinite quantity (IDIQ) contract with a 72-month ordering period on a�sole source basis to FlightSafety International, Inc. for:� To provide qualified instructor, classroom, simulator, courseware, and incidental material support, for the UC-35C (military version of the Cessna Citation V ULTRA/CE-500-560) and the UC-35D (military version of the Cessna Citation V ENCORE/CE-500-560) pilot training in support of Commander, Naval Air Forces Reserves (CNAFR). The UC-35 C/D program requirements consist of commercial academic and simulation training for pilot training.�The UC-35C/D CACT program training courses require classroom (academic and practical) training, Cockpit Familiarization Trainers (CFT) that depicts all cockpit systems, Part Task Trainers (PTT) for aircraft system training with trainee input and trainer response capability and FAA certified level C (or higher) flight simulators for BOTH the UC-35C (Cessna Citation V ULTRA/CE-500-560) and UC-35D (ENCORE/CE-500-560) aircraft. Differences training will not be accepted in lieu of providing BOTH UC-35C and UC-35D full flight simulators. In lieu of the CFT or PTT, a higher order device may be used. Required Capabilities: 1. The contractor shall provide ALL of the following UC-35C/D specific individual courses to include: UC-35C/D Pilot Initial Training Course UC-35C/D Pilot Recurrent Training Course UC-35C/D Simulator Periods 2. The contractor shall provide ALL of the following individual non-aircraft specific courses to include: Pilot Initial International Procedures Training Pilot Refresher International Procedures Training. (eLearning) � 3. The UC-35C/D training courses must be presented at a Title 14 Code of Federal Regulations (CFR) Part 142 certified training center for the UC-35C (Cessna Citation V ULTRA/CE-500-560) and UC-35D (ENCORE/CE-500-560) aircraft at time of training. 4. For all courses, the contractor shall provide: All the necessary facilities Certified instructors Management personnel Scheduling and administrative personnel Materials including Courseware materials needed for each course Rights for use of materials for this contracted training, training devices and simulators 5. All training courses shall be stand-alone in that no contractor pre-arrival training requirements of the trainee will be allowed. (This does not apply to eLearning courses). Courses may be existing commercial-off-the-shelf (COTS) training courses modified to meet specific requirements delineated herein. 6. All training courses shall be taught in compliance with the UC-35C/D model manager(s) approved training syllabi. 7. The contractor will be required to submit a training syllabus for each course for government approval. This action is being awarded on a sole source basis in accordance with the statutory�authority permitting other than full and open competition under Title 10 U.S.C.�2304(c)(1), as implemented by FAR Part 6.302-1, Only one responsible source and no�other supplies or services will satisfy agency requirements. The proposed contract�action is for services for which the Government intends to solicit and negotiate with�only one source under authority of FAR 6.302. Interested sources desiring to contest this sole source effort may do so by asserting�its supporting rationale to meet the Government�s requirement to provide this�service. All information shall be furnished at no cost or obligation. The failure of a�contractor to provide information sufficient to determine conformance and�capability to meet the Government�s requirement will result in a determination of�non-capability. Interested sources may identify their interest and capability to respond to the�requirement, which demonstrates their ability to meet the needs of the Government,�with documentation submitted to the notice's POC(s). A determination by the�Government not to compete this proposed action based upon responses to this�notice is solely within the discretion of the Government. This announcement constitutes the only solicitation; this is not a request for�competitive proposals. Synopsis N61340-20-R-0046�is issued to notify industry of the�Governments intent to procure the subject services. This notice of intent of a proposed contract action is not a request for proposals. Any�questions shall be submitted to Ms. Renee Worley at renee.worley1@navy.mil.�Responses shall reference N61340-20-R-0046�on both the email and all enclosed�documents. Responses to this notice are requested to be provided no later than 4:00�PM EST 22 June�2020. A determination by the Government not to open the�requirement to competition based upon the responses to this notice is solely within�the discretion of the Government.
