- Description
- The Naval Air Systems Command (NAVAIR) intends to award a contract action to The Boeing Company (Boeing), Seattle, WA, on an other than full and open basis for the software development and integration of Advanced Processor Build 6 software into the P-8A aircraft in order to employ the MK 54 Mod 1 & 2 torpedo in an Enhanced (and legacy) Digital Fire Control Interface (eDFCI). The MK 54 Torpedo integration requires software updates to the Tactical Open Mission Systems (TOMS) and Stores Management Computer (SMC) software.� Also covered are subsequent updates to the Airborne Weapons Simulator, Ground Health Maintenance System, wiring, interfaces, test planning, execution, and flight-test efforts. The planned period of performance is from 1st quarter of Government FY21 to 4th Quarter FY24.� Pursuant to DFARS 206.302-1(d) and PGI 206.302, a Sources Sought Notice was posted for this requirement on 20 May 2020. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, ""Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.""� On 14 June 2004, Boeing was awarded the P-8A System Development and Demonstration Contract N00019-04-C-3146 under a best value limited competition.� The P-8A weapons system consists of a basic 737-800 ERX air vehicle modified to meet Navy requirements, to include systems and subsystems for avionics, communications, mission, and weapon capabilities.� Boeing is the original designer, developer, and manufacturer of the P-8A and its sole integrator.� Aside from the non-commercial and commercial technical data associated with the P-8A, the Government does not possess relevant P-8A Increment 3 Block 1 data required for an interested party, other than Boeing, to meet the P-8A Increment 3 Block 1 Retrofit requirements contemplated by this Presolicitation Notice. The 20 May 2020 Sources Sought Notice provided the opportunity for interested persons by 04 June 2020 to submit a Capability Statement identifying their interest and capability to respond to the requirement or submit proposals.� The Government has completed its review of all written information submitted on or before�04�June 2020 in response to the Sources Sought Notice.� The Government will not consider any information submitted by interested parties in response to this Presolicitation Notice.� This notice of intent is not a request for competitive proposals.� Companies interested in subcontracting opportunities should contact Boeing directly via Ms. Paige Bisset at (425) 965-8077 and paige.v.bisset@boeing.com.
