- SYNOPSIS Emission Bench System for EPA NVFEL The U.S. Environmental Protection Agency (EPA), National Vehicle and Fuel Emissions Laboratory (NVFEL), Testing and Advanced Technology Division (TATD), located in Ann Arbor, Michigan, intends to purchase a Heavy-Duty Emissions Bench System with two options to purchase additional heavy-duty emission bench systems. The acquisition of this Commercial item will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and include option items. The North American Industry Classification System (NAICS) code is 334516 � Analytical Lab Instrument Manufacturing with a size standard of 1,000 employees. This System must be designed and perform in accordance with the requirements of 40 CFR Part 86 �Control of Emissions From New and In-Use Highway Vehicles And Engines�, 40 CFR Part 1039 �Control of Emissions From New and In-Use Nonroad Compression-Ignition Engines�, 40 CFR Part 1042 �Control of Emissions From New and In-Use Marine Compression-Ignition Engines�, 40 CFR Part 1065 �Engine Testing Procedures�, and the requirements of other referenced sections of the CFR, and additional or supplemental requirements. The purpose of this acquisition is to replace emissions measuring equipment that is nearing the end of its service life and will soon be unsupported by the manufacturer. This equipment is needed to support heavy-duty engine compliance and regulatory development testing. Product, configuration, installation, and commission a complete exhaust emissions analytical system for quantifying emissions from heavy-duty engines comprised of the latest state-of-the-art components including: a) A dilute analytical system to provide bag and continuous analysis of: � Carbon monoxide � Carbon dioxide � Total hydrocarbon for diesel-, gasoline- and gaseous-fueled engines � Methane (NMC-FID) � Oxides of nitrogen (NOx) � Ammonia b) A direct analytical system consisting of: � Carbon monoxide � Carbon dioxide � Total hydrocarbon � Methane � Oxides of nitrogen (NOX) � Oxygen � Carbon Dioxide (EGR) c) Full integration of above system with the existing test site, including penetration of walls as well as design, materials, fabrication and installation of devices, fixtures and adapters required for installing, physically supporting, and connecting test system components, in a visually aesthetic manner The full Statement of Work, which will be included in the solicitation, describes and sets forth all requirements for the heavy-duty emissions bench system. Award will be made on a Best Value basis. The full solicitation should be issued on or about July 1, 2020 on FedConnect.net. This office does not intend to mail hard copies of the solicitation.
