- NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is seeking eligible contractors to furnish effort including labor, material, and facilities as may be required to repair items in support of the RAST System as specified within the attached document. The Government intends to solicit and negotiate with only one source INDAL TECHNOLOGIES INC (INDAL) (36334), Mississauga, Canada for repair of 19 various items. INDAL is the Original Equipment Manufacturer (OEM) and the only known source for providing repair support of the listed items. The government does not possess (or cannot provide) the data necessary to perform the required repairs of the items. This procurement is being processed in accordance with Part 15 of the Federal Acquisition Regulations (FAR). The applicable NAICS code is 336413. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The intention of this solicitation is to award a repair requirements long term contract (LTC). The repair LTC will include five base years. The contract will include the repair of the parts listed in the attachment A, and the Weapon System, Ship or Aircraft the items are used on or supports. The government does not possess or cannot provide the data necessary to manufacture the item. One or more of the items under this acquisition is subject to the Free Trade Agreements Act and/or the World Trade Organization Government Procurement Agreement and Free Trade Agreements. This applies to the following as identified in the attachment to this notice: A002, A003, A010, A017, A018. Buy American Act applies to the remaining assets under this effort not mentioned above. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. INDAL will be solicited on or after 26 JUN 2020 and the solicitation will close 30 days after the effective date of the solicitation.
