Description

Naval Air Systems Command (NAVAIR) intends to award a modification to an existing sole source delivery order N00019-20-F-0835 under Basic Ordering Agreement N00019-20-G-0003 to Maritime Surveillance Associates (MSA) for enhancements to the Global Reconstruction and Measurement System (GRAMS). The GRAMS software provides Maritime Patrol and Reconnaissance Aircraft (MPRA) the ability to extract measured Sound Pressure Level data to the frontline warfighter, as well as the Office of Naval Intelligence.� Enhancements to the existing GRAMS software include: formatting of P-8 metadata improvements to the acquisition, transfer, and archive capabilities of GRAMS; upgrades to the Manual Target Motion Analysis (TMA) improvements to the basic Passive and Active tools enhancements to the GRAMS track management tools, support, and functions; improvement and extension of analytics capabilities upgrade of geographic display and reference data/management tools NAVAIR intends to negotiated and award this modification utilizing other than full and open competition pursuant to the authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1, �Only One Responsible Source and No Other Type of Suppliers or Services will Satisfy Agency Requirements�.� Companies interested in subcontracting opportunities should contact MSA at 39 Peterson Lane, Brunswick, MA� 04011. This notice of intent is not a request for competitive proposals.� Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within a thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
